| ACS | Aquatic Conservation Strategy - Developed by the NWFP to maintain and restore the ecological health of watersheds and aquatic ecosystems. The ACS consists of nine objectives to be achieved by implementing four ACS components. The components of ACS are riparian reserves, key watershed, watershed analysis, and watershed restoration. |
| AMA | Adaptive Management Area - Areas designed to encourage the development and testing of technical and social approaches to land management. There are 10 of these areas established by the NWFP. |

| CFR | Code of Federal Regulations - Federal regulations codifying Federal law. |
| COE | Army Corps of Engineers - Military and civil engineering and construction responsibilities. Under the Corps' civil works program, it is responsible for the planning, design, construction, and operation of flood control, navigation, hydroelectric power, water supply, and other projects. Within Department of Defense (and Department of the Army). May also use the acronym USACE. |
| CSP | Conservation Security Plan - Natural Resource Conservation Service program for supporting on-the-ground conservation efforts. |
| CWA | Clean Water Act - Objectives to restore and maintain the chemical, physical, and biological integrity of the Nation's waters. Law administered by EPA. Delegates power to States. |
| CWD | Coarse Woody Debris - Portion of a tree that has fallen or been cut and left in the woods. Usually refers to pieces at least 20 inches in diameter. |
| CX | Categorical Exclusion - Under NEPA, those actions that are categorically excluded from the documentation requirement in an environmental analysis or EIS. |

| DCA | Designated Conservation Area - Contiguous area of habitat to be managed and conserved for spotted owls under the Final Draft Recovery Plan for the Northern Spotted Owl. |

| DFO | Designated Federal Officer - Federal administrator for a FACA committee. |
| DSEIS | Draft Supplemental Environmental Impact Statement - Draft version of a Supplemental EIS. |

| EA | Environmental Assessment - A systematic analysis of site-specific activities used to determine whether such activities have a significant effect on the quality of the human environment and whether an EIS is required. |
| EIS | Environmental Impact Statement - Environmental planning document required by NEPA before major Federal actions significantly affecting the quality of the human environment. See also DEIS, DSEIS, EA, FEIS, SEIS. |
| EM | Effectiveness Monitoring - which could apply to several Implementation Monitoring modules such as socio-economics, tribal, etc. |
| EPA | Environmental Protection Agency - Funds and administers Federal water quality, clean air, and waste management programs. Reviews and, when needed, refers Federal agency actions to the Council on Environmental Quality (CEQ). |
| ESA | Endangered Species Act - Provides legal means to conserve and protect species listed as threatened and endangered, and a program for the conservation of such endangered and threatened species. Administered by the FWS and NMFS. |

| FACA | Federal Advisory Committee Act - Governs the establishment of committees which include non-Federal members to provide advice and recommendations to officers and agencies in the executive branch in the implementation of a proposal or plan when collaboration with public members is sought. |
| FEIS | Final EIS - Final EIS prepared after considering public comment on the draft EIS (DEIS). |
| FEMAT | Forest Ecosystem Management Assessment Team - One of three interagency working groups created by the NFP. |
| FGDC | Federal Geographic Data Committee - The Federal Geographic Data Committee coordinates the development of the National Spatial Data Infrastructure (NSDI). The NSDI encompasses policies, standards, and procedures for organizations to cooperatively produce and share geographic data |
| FLPMA | Federal Land Policy and Management Act - Establishes the policy for inventory, disposition, and management of public lands. Basic statute for BLM. |
| FOIA | Freedom of Information Act - Provides access to Federal agency records with some exceptions. |
| FS | USDA, Forest Service - Administers National Forests and National Grasslands and is responsible for management of the resources through the implementation of sound forest management practices. |
| FWS | U.S. Fish and Wildlife Service - Primary mission to conserve, protect and enhance fish and wildlife, and their habitats. Primary responsibilities for migratory birds, endangered species, fisheries, and some marine mammals. Within USDI, usually proceeded by "US" to denote Federal agency. Lead agency on ESA along with NMFS. |

| HFI | Healthy Forest Initiative - a complementary program that is separate and unique from the Northwest Forest Plan. |

| IAC | Intergovernmental Advisory Committee - Twenty-two member Federal advisory committee of Federal, State, Tribal, and county government officials chartered under the FACA to provide intergovernmental advice to the Regional Interagency Executive Committee (RIEC) on the implementation of the Forest Plan. |
| IDT | Interdisciplinary Team - A group of individuals with varying areas of specialties assembled to solve a problem or perform a task. |
| IM | Implementation Monitoring - The purpose of the Implementation Monitoring program for the NWFP is to determine and document whether the ROD its corresponding Standards & Guidelines are being consistently followed across the range of the Northern Spotted Owl. |
| IMG | Intermediate Managers Group provides an intermediate oversight level for the Special Status Species Program (formerly known as the Survey and manage Intermediate Managers Group) |

| ISC | Interagency Steering Committee - Policy level group of officials in Washington, D.C. providing policy oversight for the NFP. Includes Departments of the Interior, Agriculture, Commerce; EPA, and the White House. The RIEC reports to this group. |

| JITW | Jobs-in-the-Woods - A worker training and job creation program as part of the economic development side of the NFP. Provides jobs for watershed restoration and other environmental restoration programs. |

Late-successional/old-growth - Forests or stands consisting of trees and biological communities and processes associated with old growth and/or mature forests, usually at least 80 to 220 years old. |

| NFP | National Fire Plan - NFP was also previously used for the Northwest Forest Plan. NWFP was adopted for the Northwest Forest Plan around 2001 to help clearly identify the two activities. |
| NMFS | National Marine Fisheries Service - Primary mission is to conserve, protect and enhance anadromous and marine fisheries and their habitats. Within NOAA-Fisheries and Department of Commerce. Lead agency on Endangered Species Act, along with the FWS. |
| NOAA | USDC, National Oceanic and Atmospheric Administration - In the Department of Commerce, responsible for research and services for the protection and rational use of living marine resources for aesthetic, economic, and recreational value. |
| NPS | USDI, National Parks Service - Manages the national park system comprised of more than 360 parks, monuments, historic sites, battlefields, and recreation units. Manages for preservation of resources rather than multiple-use. |
| NRCS | USDA, Natural Resource Conservation Service - Provides technical and educational assistance with watershed projects, flood protection, water supply/management, recreation and wildlife habitat. Previously the Soil Conservation Service. Has no regulatory powers. |
| NSO | Northern Spotted Owl - The Northern Spotted Owl, Strix occidentalis caurina, was placed on the list of threatened species (ESA) in 1990. NSO conservation is a major component of the NFP which relied heavily on earlier science-based planning efforts for the species. |
| NWFP | Northwest Forest Plan - Same as President's Forest Plan; previously used NFP acronym, |

| O&C | Oregon and California Lands - Public lands granted to the Oregon and California (O&C) Railroad Company or the Coos Bay Wagon Road Company and subsequently returned to the U.S. Managed by the BLM under the O&C Lands Re-investment Act. |
| OFED | Office of Forestry and Economic Development - Established at the request of the White House to oversee and coordinate the NWFP's forest management, economic revitalization, and interagency cooperation components through 1995. Office closed in 1997. |

| PNAMP | Pacific Northwest Aquatic Monitoring Partnership - an ad hoc partnership of State and Federal natural resource and watershed specialists that meet to coordinate/integrate watershed condition monitoring efforts. Established by the RIEC in August of 2003. |
| PIEC | Provincial Interagency Executive Committee - Committees for each of the 12 NWFP provinces, composed of Federal members of the agencies signatory to the MOU. |
| PNW | USDA, Forest Service, Pacific Northwest Forest and Range Experiment Station - FS Station having lead responsibility for forest-related research on Federal lands within the region, covering Alaska, Washington, and Oregon. |
| PSCC | Pacific Salmon Coordinating Committee - Interagency group of Federal and Northwest regional officials, to coordinate activities of Federal agencies in developing and implementing conservation and restoration plans for Pacific salmon and associated habitats. Agencies include NMFS, FWS, EPA, FS, BLM, BOR, BIA, NPS, USGS, COE, BPA, NRCS. |
| PSQ | Probable Sale Quantity - Used by the FEMAT team to describe the allowable harvest levels for the various alternatives that could be maintained without decline over the long term if the schedule of harvests and regeneration were followed. |

| RMG | Research & Monitoring Group - Permanent staff assigned by EPA, FS, and USGS research to the REO. The Federal scientists on the RMC providing scientific oversight of NWFP implementation. |
| RMP | Resource Management Plan - Term used by several agencies for their resource planning documents. |
| RNA | Research Natural Area - An area set aside by a public or private agency specifically to preserve a representative sample of an ecological community, primarily for scientific and educational purposes. |
| ROD | Record of Decision - The decision document signed by an agency head based upon a Final EIS. Although used frequently as if specific only to the NWFP, the term applicable to any EIS decision. |
