Scope
The goal of the transportation framework project will be to establish an interagency set of core data standards, a seamless GIS coverage maintained by state, local and federal partners, a clearinghouse which will house the project on the Internet, update procedures for the clearinghouse, and an MOU describing agency responsibilities and use of this clearinghouse. To develop the tools and processes for sharing framework data. The extent of this project will cover all of Washington, Oregon and N. California for roads, bridges and culverts.
Mission Statement
The IRICC Transportation Framework is a seamless set of data that are consistent, connected and continuous between segments of the transportation framework and with other framework layers. The transportation framework represents the best data available , developed and maintained with shared stewardship through stakeholder partnership and standards.
Functional Requirements
1) Emergency Response - Fire, health, etc.
2) Resource Management - Cartography to support business needs.
3) Resource Analysis - Salmon issues, sediment, road density analysis.
4) Transportation Planning - Haul route, rider ship planning, public data access.
5) Facilities Maintenance - Managing roads and associated structures.
6) Traffic Management - Traffic planning and mitigating use impacts.
Transportation Framework Work Plan
1) Establish the structure for the transportation framework. This includes unique ID=s, measure method, anchor points, resolution, cross walk methods, feature definition, and linework standards.
2) Establish core data through consensus. Core data is data common to all participating agency datasets. Core data may not include all common data, but relative to broadscale needs.
3) Optional Data - Develop common definitions for data that is common to two or more agencies.
4) Evaluate options for Transportation Framework structure and implementation.
5) Develop the policy and procedures for implementing, distributing and maintaining Framework coverage.
6) Develop or find tools and systems to implement.
7) Establish Clearinghouse.
8) Prototype and test.
