Demo Clearinghouse. 

 

Duane Dippon – Arc GIS 9.0 overview.  Duane described the new menu driven toolbox, model builder and other functions.  A tools menu window will be available, as well as a command line window.  With the Windows environment allowing drag/drop.  Models can be imbedded with scripts.  Models and related tool management is one of the biggest enhancements.  Metadata tools will also track model information.  Beta testing release is expected this spring, with release by July ESRI conference.

 

Steve Odell – Executive Director REO.  There have been major changes on the substantive side of the NWFP, changes in S&M with a new SEIS.  The execs are poised to make recommendations as to the future role of the executive council.  In Oct the RIEC met and focused on changes to the executive level.  They agreed to maintain the RIEC in the current composition, though they would like to see greater efficiencies.  There will be a heavier reliance on sub committees and a core group of federal agencies (FS, BLM, F&WS, NMFS).  Other agencies will still be invited.  Move from a ROD interpretation questions to implementation (aquatic conservation strategy).  The original RIEC is restructured into the NW Natural resources forum.  Focus will include all natural resource issues across Or and Wash, and not tied to any one initiative.  An overarching kind of group.  The opportunities are there for IRICC to provide staffing for a broader set of issues to agency executives.  Staffing for the new RIEC is yet to be decided.  There is a broad range of options, which the execs expecting to make a decision 12/4.  IRICC is outlined in the MOU.  Since the RIEC has decided to continue, IRICC is expected to continue to provide staffing.  Closing the REO is an option, but it is not expected to be the decision.  We do expect changes to the REO. 

 

IRICC Work Plan Review

The FY 2003 work plan was reviewed.  Several updates were agreed to.  See attached final draft.  Comments on the work plan are due 1/13/03, in preparation for final approval of the work plan for 1/21.  A one page summary sheet is also included.  This will provide a good reference tool. 

 

 

Agency Updates:

 

Bill B. – Working with the CBCIS team on a coordinated info system needs analysis.  Working to bring people together to share info issues, datasets, etc.  See: www.cbfwa/fw/cbcis(get from CBCIS notes). 

 

Nancy  - The USGS Geography Discipline is 're-scoping' its program of work for FY 2003.  The USGS Geography Discipline FY2003 program of work will focus on the melding of The National Map (TNM) implementation with the Homeland Security 133 Urban Areas. In the PNW, Seattle/Tacoma, Portland/Vancouver, Spokane, Boise, Olympia, and Salem are on the 133 UA list. Funding levels are uncertain at this time, but the NW Geographic Science Office is discussing re-scoping options for its WA/ID and PNW TNM projects for FY2003.  High resolution imagery has been collected for the Seattle/ Tacoma and Portland/Vancouver footprints, and digital orthos are in process. The orthos will be in the public domain; no time frame yet on when that will happen.  The FY02 LIDAR work for Oregon and Washington is being collected.  Contracting work under the DOI High Priority Program for FY2003 has been postponed indefinitely and the FY2004 has been suspended due to the re-scoping effort.  Gene Thorley will be retiring sometime early in 2003 and Vicky Lucas will be the new Northwest Geographic Science Office Chief.

 

Dale – Discussed the Baseline Roads project goals and objectives (see attached outline).  The workshop for this project is scheduled for December 11, at the Washington DOT office in Vancouver.  The REO has been working to provide the Interagency Restoration project information for the Oregon State summary report.  We have also compiled a summary report for the Forest Service.  This report highlights the FS information in conjunction with information from other agencies.  These reports may be found at: http://www.reo.gov/restoration/irda.htm.  A new version of the watersheds is available for download.  To clean up a few problems in the Rogue area and S. Willamette valley a new version, 1.2, will be available shortly.  The clearinghouse has just about completed beta testing.  We have identified a list of issues which we will have resolved for a planned release date of 1/13/03.

 

Cy – Doing well on developing DOQ’s from 2000 and 2001 imagery.  Standards forum 12/4.  All day meeting on metadata, elevation and ortho standards, training on the Hydro Clearinghouse use.  Draft standards are out now for review.  Elevation data is now being drafted.  CY is taking over as regional URISA. 

 

Duane – Veg team is wrapping up IVEMP, and eastside districts looking for partners to acquire new imagery.  Districts are working on getting data into ArcGIS, CITRIX package for accessing data.  Supporting several EIS teams, fire, S&M, etc.  Working with Eastside districts on data stewardship issues.   

 

Roberto – Moving out of work planning to actually collecting data.  Developing application called FIM, Forest Info Monitoring, in alpha testing.  Beta 12/1.  Covers entire wa, or and N. Calif.  Has statistical functions, query CVS and FIA data for identifying data signatures, in order to estimate data.  AREMP has entered into a partnerships with Or, wa and Cal for establishing data and process sharing protocols.  Will be adding a GIS coordinator for the social/economic module.
