Portland Area Web Council – Scott Eckert (See Attached outline) – Proposal to form a Portland Area Web Council in order to coordinate on a variety of issues.  Several of the more obvious benefits would be to portray the objectives and goals of REO/IRICC, discuss developments in web-based communications, and creating a forum for peer review.  A national issue is the August 1 deadline for compliance with the Scientific Information Review act.

 

Monitoring Team Data Needs – Bruce Bingham – Initial discussion on compiling a new Land Use Allocation based on updates from the agencies.  Clearly the need was outlined for a compiled data set.  There is an REO working group tasked to establish this update.  In discussion are clarifying the definitions, establishing timeframes for compiling data, etc.  Also discussed was the possibility for creating a clearinghouse for more real time updates.

 

Two handouts on roads and streams, two of the critical datasets needed for analysis.  Within these areas there were several issues regarding collecting or developing if need be, the information needed for monitoring.  Several suggestions for establishing tasks teams or IRICC review were made.  The final suggestion is to tie in with the existing IRICC groups in order to tie in with the agency experts in to deal with these issues. 

 

LUA  - The Land Use Allocation (LUA) working group is finishing up the refined definitions for the LUA’s, and plan on a data call this spring in order to develop an updated coverage for the area of the Forest Plan.

 

Fire Boundaries – The REO and BLM are working with the NW Fire Coordination Center to publish online the daily fire boundaries using ArcIMS.   A prototype has been developed, and with BLM’s help the REO will be refining this and developing the data transfer protocols.

 

Transportation – Transportation Framework efforts have really heated up in the last month.  The State of Washington is finalizing a charter and establishing a steering committee.  The IRICC Transportation team is working with Washington to pilot the integration strategy, testing the protocols and standards that were agreed to.  This test site will be based on the Monitoring teams selected sites for the 2002 analysis.  The Oregon Transportation Framework is also starting two pilots.  One at the county level in establishing line work and address routing.  The second will be an expansion of the Wasco county study, expanding it’s scope to other counties, including Forest Service data and the integration of attributes.

 

Watersheds – 5th and 6th level attributes, fully edge matched and attributed, are expected to be delivered the end of April.  Several BLM districts were not able to meet the review deadline, so these areas may be delayed to include their review comments.  The clearinghouse for maintaining the watersheds is expected to be completed late May.

 

Hydro Integration  - The integration project is now kicking into gear.  This project will develop an integrated hydro dataset, based on all existing data, in a workshop setting.  Similar to the watershed workshops.  The BLM and FS are developing AML’s in order to route and retain existing information on this new coverage.  The REO is developing the workshop tools and hosting the workshops.  The pilot workshop, for the S. Santiam HUC, will be 4/25, with the remaining workshops in May.  The REO has developed a web site to keep folks updated on this.  It can be found under http://hydro.reo.gov.

 

Hydro Data Steward IMS site - REO has drafted the hydro Steward IMS site.  The purpose of this site is to coordinate who the data stewards will be for each 5th level watershed.  Each watershed has been pre-populated with stewards based on ownership.  Users may request updates to this list with the attached form.  This list of contacts will then be used by the clearinghouse to email whenever an update to that watershed has been submitted.  http://ims.reo.gov/website/hydrostewards.

 

Hydrography Clearinghouse – The User Guide has been drafted and going through a review and including some missing pieces.  The Washington DNR partners are taking the lead on this.  ESRI is finishing the bugs found as a result of the beta test.  We expect that to be complete 4/19.  5th Level watersheds for the entire region have been added to the clearinghouse to aid the checkout process. 

 

BLM – Duane Dippon – MOU has been drafted for a Columbia river basin management system proposal involving NMFS and NW Power Planning Council.  Now forming committees to lay out details for the project.  Initially researching what information is available. 

 

PSMFC – Stan Allen – Working with the above Columbia Basin project, ensuring that IRICC is also tied in.  Working with California on anadromous fish and restoration data (includes proposed projects).  Also looking at linking with UC Davis ICE system for restoration data.  Meeting AREMP team on data requirements.  Working on a 1:100k LLID hydrography coverage for California, PNW and Montana.  Also working in California on watershed assessment program.  Looking at watershed health and limiting factors.  Streamet now has an ArcIMS application.  www.streamnet.org

 

BPA – Dana- Couple EIS’ on the street for transmission projects. 

 

USGS – Nancy – No info yet on DOI high priority projects.  Working with homeland security sites.  Will fly imagry for NEMA footprint for Portland and Seattle.  Ortho work not yet contracted.  Budget proposals being developed for 2 new national map pilots.  Lower Columbia Estuary partnership meeting last week.  Reviewing hyper spectral data.  Will look at TM data.

 

EPA – Bill – Working on XML data exchange standards with State environmental agencies.  Visit by Chief Info Officer, and now have support for releasing RAINS. 

 

USFS – Stephen Bown – Inventorying what is required to develop national core data.  New effort out of WO for special use rights of way standards. 

 

US F&WS - George – Critical habitat for Bull Trout.  Using 1:100k hydro data.  Starting in to a data development.  Lawsuit continues on Spotted Owl take.  Looking data exchenge streamlining.

 

NMFS - Brenden -  Developing internal website for project flow and mgt.  May be available in the future.  Developing fish abundance database, tied to spatial layer.  Working on importing existing databases and compiling, linking Oregon restoration data with Washington.  Developing Center wide (NMFS) data requirements gathering exercise. 

 

Wash. DNR - WADNR Update:  We are continuing to complete the Hydro/Forest Roads pilot effort.  The decision to continue contractor production work on data conversion for the rest of the state has been delayed from April 1st to the May/June timeframe.  Good progress has been made in the pilot effort, but the delay is primarily due to technical challenges. 

 

The WADNR and WSDOT are helping lead an effort to develop a long term plan for ortho-imagery collection in Washington.  A partnership interest form is available for potential partners to fill out at http://www.wsdot.wa.gov/mapsdata/OrthoPartnership.htm . Responses are due by COB Friday, April 19th.

 

The WADNR is continuing to deal with budget shortfalls and cost savings measures - as are most of the state agencies.
