Next Meetings – 6/19, 7/31, 9/11, 10/23, and 12/4.

 

Bruce – Monitoring moving getting info for business requirements.  Monitoring leads looking at data sources.  AREMP pilot is only data source right now.  MPM will be completing  questionnaire on defining framework for strategy.  Goals and lifecycle will need to be agreed on by MPM.  Monitoring team has been staffed. They have identified several information mgt gaps.  One being activities management.  If this is a focus area then IRICC may be asked to deal with

 

Survey and Manage has been challenging to develop information strategy.  Currently there is a Species Review analysis going on, there are many subgroups involved, and most folks are temporary.  Bruce may take another approach, documenting current issues, rather than focusing on long term.  There are inconsistencies in protocols, standards, and development of interim databases in the S&M program.  A very confusing program to deal with.  Bruce may focus instead on helping to develop a needed change management program. 

 

Data Standards Meeting – Stan Allen.

Org of Fish & Wildlife managers focuses on data managers for fish and wildlife.  November 4 – 7, at the Columbia River Red Lion.  Tour on the 3rd for PIT tag program up the Columbia.  www.ofwim.org.  A call for papers is out.  Theme is Data Standards from A to Z.

 

IGDC Meeting – Nancy Tubbs – Western states did well.  $540k went to each state for full Landsat coverage.  Second priority was LIDAR specific projects; Wash. – Tuddle and Puyallup. Or – Deschutes..  Pricing is ongoing.  3rd is DOQ’s in the Willamette.  California also received $540k.

 

Owl Take Lawsuit Info Strategy – George M. – F&WS was sued for not tracking take.  F&WS tried to negotiate a strategy, but was not accepted.  Info mgt system has been primarily paper based.  Funding and support for automated systems has not been there.  This lawsuit highlighted the need for an updated information management strategy.  9 field offices deal with NW Forest Plan activities, which are somewhat independent.  The hope is that IRICC will be involved since these issues cross agencies. 

 

Transportation – Dale – The USGS has committed funds in the support for the Transportation project.  Initially these funds will hire Ken Dueker from Portland State University to analyze these options and form alternatives for a pilot.  Note: BLM is reviewing a Park Service developed system for transportation facility management system, ‘MAXIMO’.  Oracle based. 

 

5th and 6th Level Watersheds – Dale We have made significant progress in finishing the 5th Level watersheds, and finalizing the workshops to delineate 6th Levels.  A map has been compiled, and is now going through final review by the agencies, for the 5th’s in Oregon and Washington.  This will be posted to http://www.reo.gov/gis/projects/watersheds/watersheds.htm.  There agencies will be able to update the attribute information for each watershed (but not the boundaries).  We will then set up a clearinghouse on the web for units to submit proposed boundary changes, and a process for managing this.

 

We have finalized the 6th Level workshops.  A schedule has been established for who needs to come in and when.  We completed a pilot workshop to test the process (a success!).  We also completed a pilot digitizing contract for the massive amount of digitizing that will be needed after the workshops.  For a brief update on this please see the attached ‘quick update’ document.

 

Hydro Framework Carrie/Dale – Carrie -In Washington and Oregon in data collection mode.  For Washington going smoothly.  Meeting this Thursday to discuss stewardship.  (Note: this meeting had a very high interest and attendance by partners.  We discussed the DNY hydro contract, tools development by DNR and the IRICC tools team, LIDR mapping, etc.  We agreed that the Roles/Responsibilities discussion was more involved, and agreed to set up an all day meeting to focus on this, probably June.  Dale)

 

 

Dale – The tools for editing routes and events has been completed.  Going through final weeks and testing.  Will be available by June for downloading from the reo web site.  The Hydro Framework Clearinghouse is ready for Beta testing, but the Internet connection for REO is down this week so we cannot begin testing.  For the BLM, FS and Oregon State we had a kickoff meeting to go over the testing process, who would be testing, etc.  Documentation is available on the process, focus areas, etc.  Washington State NDR and Thurston County will also be testing, starting a bit later.

 

Pacific States Marine Fisheries is working on a procedure for cross walking NHD to LLID.  FS NRIS Water is also developing a tool. 

 

May 15 is the Or-Wash Hydro meeting.  BLM State Office, Portland. 

 

Teal Data Center Update – Nancy – State of California has terminated support.  Current data has been mirrored to other sites.  See attached announcement below.

 

Land Use Allocations – Dale- The REO is coordinating updates to the 1994 map of Land Use Allocations.  We have compiled updates from BLM and FS, and this has shown that guidance and a change management process is needed.  We are now developing these.  Once these are complete we will once again request updates that agencies have made to the Land Use Allocations to the 1994 map.  Expect this data call to occur in October.  The agency Exec’s have been briefed and have agreed to this process.

 

Restoration – Dale/Stan –  Dale – Data call has been sent through BLM and Forest Service, and we have received most of the data for the PNW.  George will help with pulling in F&WS data.  We are also pulling in Oregon State data for 2000.  BPA and Washington State DOT are both looking to use the REO Restoration tracking system, so we will be able to compile their data as well.

 

Stan – PSMFC will be focusing in California on coordinating restoration data.  Almost  complete.  Will be working with REO on white paper on coordinating the various Restoration databases being used. 

 

 

Agency Updates:

USGS  - 2010 National Map Program revision.  Comments are welcome on this plan.  http://nationalmap.usgs.gov

They have re-organized, with the Oregon, Washington and Idaho USGS contacts now reporting to the Seattle ‘Focus group’.  Gene Thorley heads this office.

 

Revising Contour Lines – Kim Rivard – There have been changes in the lanscape and the forests have requested changes (Mt. ST. Helens).   The Forest Service is looking for contributors to help with this project, $30k.   DNR may be interested.  Nancy will check on the latest flight for DOQ’s. 

 

Doug Terra – Oregon – State wide special assessments have gone out to state agencies for info GIS support.  Will fund a small team for coordination of state agency information.  Working on converting data to the State Lambert projection.  Working to compile DEM’s to state projection. 

 

Carrie – Washington – Close to hiring GIS manager.  WAGIC had workshop, one item is formalize WAGIC under state legislature.  Meeting coming up next week(?).

 

Kim – USFS – Focusing on implementing agency core data.  Initial focus will be roads, streams and watersheds.  Survey out now on current condition of field unit core data.  Working on contract for 2nd generation DOQ’s for Oregon.  Karl Almquist has been designated full time NRIS implementation coordinator.  Expecting to get Arc 8.1 shortly.  New Chief, Dale Bosworth.  Land fire project on hold.

 

Stan – PSMFC – Streamnet ODFW has received some funding from state for 1:24k fish distribution for Oregon.  Washington has similar project.  Washington Salmon Recovery developed new stream survey protocols.  Propose to review implementation of Phase I Fish/Hydro standards across agencies. Initiative started to develop aquatic habitat program in California.  Seems to be fractured groups working on hydrography,  Have updated Bull Trout to LLID system in StreamNet.

 

Bill – EPA – Have been developing RAINS, rapid management system.  Internet based system to provide links to others data and analysis.   Has links to their ongoing ArcIMS development program.  May demo at next IRICC.  Dealing with SDE implementation, getting data in.  Hoping to get next IMS version.

 

George – F&WS – Primarily focusing on lawsuit.

 

Duane – BLM – National BLM GIS conference last week.  Assoc. Director for Information was there, acting director, also.  Duane has been supporting a business architecture for the Washington Office.  A national program is now underway to define and support geospatial information.  Hired new beourou architect.  WO looking to define office of the future, for example hand held devices.  Using of these is climbing.
