Agency Updates

Gene Thorley – PNW Framework meeting has been delayed due to events on 9/11.  Gene will be working to reschedule that for the week of Oct 12, with the target date of the 13th  and 15th.  USGS will be an active sponsor for some of the Idaho partners.  Purpose is an initial meeting to allow all partners to brief on their activities.  Then a panel session on coordination of Interagency/Interstate efforts.  I-Team (sponsored by OMB) meeting next, which will help coordinate activities, and a financial solutions presentation on funding opportunities for framework efforts.  FGDC web page should have info on I-Teams.  One topic at meeting will be looking at alternatives for coordination.  One alternative is the GeoData Alliance, convening another organization body for the PNW.  Possibly including California. 

 

National Geo Data forum will be Nov. 1-3 in Denver, Co.  Handout on the forum.

 

 USGS is helping nationally in identifying possible targets for terrorists activities.  In the NW USGS is solidifying offices, NW Geographics Science team, adding perhaps up to 2-5 new positions overall.  Goal is to provide continuity for base data.  Putting together a focus paper together on this now.  A pilot in coordination in NW Idaho and NE Washington for combining agency framework data.  There is a web page on the National Map initiative.  The SW PIEC has been working a similar effort for several years, and has compiled a respectable level of data from agencies and counties and tribes.  This data in available on CD and online from http://ims.reo.gov/website/swop/

 

Carrie Wolfe – Wash and Or. Hydro Framework meeting will be in Olympia on 9/27.  DNR is also coordinating a pilot streamwork integration effort.  Test bringing together different agency data through the clearinghouse.  Pilot meeting will be Sept. 26.  Wash Framework Mgt group has been discussing forming an I-Team and now a member of a Geodata alliance.  The cadastral effort has adopted the FGDC model, and testing it in new Arc technology.  Testing ArcIMS for testing data distribution. 

 

Stan Allen – Data Standards meeting Nov. 3-7 for fish & wildlife managers.  www.ofwim.org for more information.  Pulling together restoration projects information for California. 

 

Bruce Bingham – Draft architecture for extracting monitoring data from others sources is being developed.  Will be testing LSOG information integration as a pilot.  Looking at alternatives for supporting this data set.  Advertising for 2 GIS coordinators, to help support pulling together spatial data for AREMP.  With Survey and Manage have had several meetings to start the coordination for information coordination in that program. 

 

Janis VanWyhe – Still working through budgets and re-organizing mapping sciences.  Working on hydro framework coverage.  Linework has been compiled for BLM and Oregon State lands, now will work on routing this in preparation for implementing into the Hydrography Framework Clearinghouse.  Over 100 watersheds have completed through this process.  The ISMS (Interagency Species Mgt System) program has successfully piloted an SDE database for Red Tree Vole. 

 

Cy Smith – DIMOND – Digital Integration & Mining of Oregon Networked Data.  A virtual warehouse, networked based set of software, to link data custodians with data users, each crossing multiple agencies.  XMARC provides this software which managed these links which cross agencies, different data base technologies and structures, providing the user with a an integrated view of the data.  Users would access data through ArcInfo or ArcView.  The proof of concept will be complete in 6 months.  Software has been implemented in Florida DOT.

W. Governers GIS Council is interested in coordinating a pilot of the Fire application.  Cy and Dale will work together to develop a proposal for IRICC on this topic.

 

Oregon Framework has compiled a list of basic framework elements needed.  These include the 7 national coverages and 5 additional.  Highest was transportation, ortho imagery, administrative boundaries.  Each of the 7 dataset has a support team which coordinates the development of that dataset.  Each group will submit plans, Cy will compile these into one.  A new database administrator position will be filled.

 

Dana Collins – New projects are under planning phase (500 kv lines primarily).  BPA transmission group will move Vancouver, Wash. 

 

Bill Bogue – Working on getting content into the RAINS system.  Completed NWI Wetlands inventory into the systems.  Now working on analysis and utilization of this data.  Suppose to be an EPA meeting in DC this week on presenting EIS people GIS capabilities for analysis.

 

Kim Rivard – New national effort for the Forest Service Atlas.  Concept is a web served system to present Forest Service data on FS and adjacent lands.   Will combine field data with NRIS data.  Working on core data pilots, putting the layers together.  Ochoco and Deschutes is the pilot, focusing on the several of the 15 national core data layers.  Should be getting ArcGIS software.  Just signed an agreement with department to provide procurement to all ESRI software.  IT procurement has been funded through a ‘saving’ account.  The recent fires have tapped this account, unsure when the payback will be.

 

Richard Kang – At this point the salmon data mgt team is not ready to make a formal request for state and federal information.  Important is the ESU technical teams, staffing up to acquire and analyze data for the technical teams.  Drafting now a complete list of data needs, and initial efforts to compile data.  Will focus subset of data requirements with SWAM.  Recommend that IRICC use this as a pilot for data integration and use across agencies.   IRICC members would meet to determine what data is available from their agency, a data discovery.  Rich develop a charter, which will describe this process, and a decision point for the next meeting. 

 

Dale Guenther – As mentioned the SW Province interagency web site is up.  Through this site users can access maps online for all agency, state and county data for SW Oregon.  Quite an achievement, and one I hope other areas can follow.  The site is available through: http://ims.reo.gov/website/swop

For 5th and 6th Level watersheds for Oregon, Washington and N. California, the linework is now at the contractor and we have received the first draft.  We will have all drafts delivered by early November.  Pending review, all finals will be delivered by January.

The Hydrography framework clearinghouse is working through the beta test.  October 5th the primary testers will meet to review results to date, and lay out a strategy for completing this phase.

The IRICC transportation team is working to expand the pilot project in Wasco County Oregon which combined several agency and state datasets.  Ken Dueker, Portland State, Univ., is finishing up a white paper describing a strategy and alternatives for the integration and maintenance of transportation in the PNW.
