-On December 3 the Healthy Forest Restoration Act of 2003 was signed into law.  A Forest Service press release on the bill is available at http://www.usda.gov/news/releases/2003/12/healthyforest2003.htm

-On December 8, 2003 the U.S. Fish and Wildlife Service and NOAA Fisheries issued Joint Counterpart Endangered Species Act Section 7 Consultation Regulations. Still to be completed are Alternative Consultation Agreements (see Sec. 403.33 FR pg. 68265) and training.

-The Survey and Manage Annual Status Report for FY 2003 is now available.  To access the report online, visit http://www.or.blm.gov/surveyandmanage/.  If you would like to receive a paper copy, please contact Carol Hughes with the Forest Service at 503-808-2661.  The Survey and Manage Annual Species Review is nearly complete and should be available in January.

-The Notice of Availability for the Final Survey and Manage SEIS is expected to be published in the Federal Register in mid January, and it is expected that the ROD will be published February 20, 2004.  This document is also available at http://www.or.blm.gov/surveyandmanage/.  For more information contact Dick Prather at 503-326-2354.

RIEC/IAC Meeting 3/10 The next IAC meeting is scheduled for March 10, 2004.  At the last RIEC/IAC meeting, consideration was given to convening the March meeting in California.  Due to scheduling complications and logistical restraints, it has been decided to hold the March meeting in Portland, and pursue a meeting in California in July.  This will hopefully allow for better attendance of both Federal and non-Federal members, and provide the opportunity to combine the IAC meeting with a one day fieldtrip. For more information, contact Teresa Kubo at 503-326-2859.
