Enclosed please find a proposed agenda and pre-work for the Thursday, March 17, 2005 Intergovernmental Advisory Committee (IAC) informational conference call. The purpose of the call is to provide members with an overview of the upcoming Northwest Forest Plan Science Conference, answer questions committee members might have, and begin thinking about our follow-up discussions planned for the April 21 IAC meeting.

Some brief prework for the call has been attached for your information. Additional detailed information about the conference can be found on the Regional Ecosystem Office website (http://www.reo.gov) or through Oregon State University College of Forestry site (http://outreach.cof.orst.edu/nwforestplan/index.php).

In the past we have employed a couple of techniques that help support the conference call process. This includes introductions, letting folks know if you need to leave early, etc. A copy of the conference call protocol has been added to the agenda page for your information.

Conference Call Protocol Tips and Reminders

All Participants
-- Identify yourself when you log in to the session and when speaking ("This is John....")
-- Let the other participants or meeting manager know if you need to leave early.
-- Clearly identify when you are referring to a handout and where on the handout you are referring to ("I am looking at handout 5, top of page 3, first paragraph that starts with...")
-- Minimize distracting noises, such as paper rustling, tapping, outside noises, etc.
-- Let the hosting office know if you cannot hear or participate.

-- To signal you want to break in to the discussion: Press a number key rapidly twice (causes a beep beep sound). You will be allowed to break in at the earliest possible moment.

Topic: 10-YEAR MONITORING REPORT UPDATE

Issue: Jon will provide an update on the status and trend monitoring reports which will include an update on 10-year reports, progress on management implications, and science conference.  He will also discuss key topics/findings in the synthesis report, and provide a progress report.

Background: This 10-year anniversary of the NWFP provides an opportunity to critically evaluate the effectiveness of the NWFP using monitoring and research results.  These results will be presented at a conference in Portland, April 19-20.  This evaluation has been done over the past 2 years by more than 60 scientists and senior agency experts and will be presented at the conference in the following reports:

Status & Trend Reports:

§         Status and Trends of Late-Successional and Old-Growth Forests.

§         Status and Trends of Northern spotted Owl Populations and Habitat.

§         The First Ten Years. Socioeconomic Monitoring Module (5 Volumes).

§         Status and Trend of Populations and Nesting Habitat for the Marbled Murrelet.

§         Preliminary Assessment of the Condition of Watersheds.

§         Interagency Resource Information Management: Issues, Vision, and Strategies.

§         Effectiveness of the Federal-Tribal Relationship.

Synthesis Report:

§         NWFP – The First Ten Years (1994-2003):  A Synthesis of Monitoring & Research Results

Most of the reports will have been reviewed through a scientific peer review process and be posted on the web prior to conference (www.reo.gov/monitoring).

Analysis and Options: This report is an important step in implementing adaptive management under the NWFP.  The interagency executive team will be meeting with the IAC on April 21 following the conference to formally begin the step of considering the management implications of these findings.  This periodic evaluation was recommended in the monitoring strategy and design.  The RIEC approved the 10-year monitoring report schedule in September 2001.


 

Topic:  TRIBAL FORUM

Issue Statement:  George Smith or one of the other Tribal Forum coordinators will bring members up to date on the Tribal Forum which is scheduled for April 6, 2005, a the Portland Sheraton (Airport).  

Background:  The Tribal Forum will provide an opportunity for various tribal leaders to provide input on the effectiveness of the Northwest Forest Plan.  There are several resources of interest to the Tribes both on Federal lands and adjacent Tribal lands.  

Analysis and Options:  This feedback will be interwoven in the Science Conference. 

Organizational/Funding Implications:  Some funding is being provided by the Monitoring program.
