Enclosed please find a proposed agenda and pre-work for the Thursday, April 21, 2005 Intergovernmental Advisory Committee meeting. The purpose of the meeting is to review key findings and trends from the April 19-20, 2005 Northwest Forest Plan Science Conference and collect advice regarding the findings.

Many non-Federal committee members have indicated an interest in learning more about the Bureau of Land Management and Forest Service planning activities. In response to those questions, we have arranged an informal informational one-hour presentation the evening of April 20 in the Clark Conference Room. The presentation will begin at 5:45 p.m.

Topic: MANAGEMENT CONSIDERATIONS AND IMPLICATIONS OF THE 10-YEAR MONITORING REPORTS AND SYNTHESIS

Issue Statement: Nancy will help set the stage for today’s discussions related to key messages on management implications and challenges presented at the conference.

Background: A RIEC subgroup was created to initiate an effort to develop management implications from the NWFP Effectiveness Monitoring 10-year Status and Trend Reports and Synthesis of New Science and Monitoring Information. The purpose of the effort was to create the means for the agencies to have an organized, meaningful, and documented response to the new information. An interagency Management Implications Team (MIT) was appointed to: (1) identify areas of potential opportunity for a new look at the NWFP and how it is being implemented, and (2) suggest possible avenues for making such changes. The team consists of: Nancy Molina, BLM – team lead; John Cissel, BLM; Tom Hussey, USFS-R6; Terry Johnson, BLM; Barry Mulder, USFWS; Dallas Emch, Forest Supervisor/Willamette NF; Jim Fenwood, Forest Supervisor/ Mendocino NF; and Denis Williamson, District Manager/Salem District. Oversight to the MIT is provided by the Interagency Westside Senior Managers’ Group.

Topic: INDIVIDUAL COMMENTS AND FEEDBACK ON KEY FINDINGS

Issue Statement: What key points did you hear from the presentations at the Science Conference? Members will be given an opportunity to share their thoughts, surprises, and potential impacts to their organizations with the committee. A worksheet for jotting down your thoughts during the conference in preparation for this discussion has been attached for your convenience (see attachment 2). The worksheet is only for your convenience. You will not be asked to turn this worksheet in at the meeting.

A second worksheet will be distributed at the meeting to help identify potential management implication priorities for the agencies to review. This information will be compiled during the break and discussed in the next segment.

Topic: SUMMARY AND DISCUSSION OF ADVICE COLLECTED TODAY

Issue Statement: During this portion of the meeting, we will take a step back and look for overarching trends, priorities, and opportunities based on the earlier discussions, and talk about next steps and future meetings. A worksheet will be completed in the earlier segment and compiled during the break indicating priorities and long-term topics that the committee would like to see addressed after December 31, 2005. The committee will discuss the results of the polling and future opportunities.

STATUS REPORT

These Status Reports are for your information only, and will not be discussed in the IAC meeting. Committee members are welcome to bring up questions or comments during the closing session.

Topic: IAC RECOMMENDATION PROCESS FOLLOW UP

Background: This status report has been included as part of agreements reached at previous IAC meetings with respect to tracking IAC recommendations. Items that were completed have been dropped from the list, and updates to ongoing topics included for your information.

  1. Future Field Trips: With respect to future field trips, such as the one held in July, IAC members recommended the following: proceed with plans for California field trip in 2005; plan future discussion of NRCS Conservation Security Program and potential cumulative impacts of restoration activities, spend less time in transit when on field trips, and concentrate on a smaller geographic area and incorporate more stops. Status: Recommendations will be incorporated into plans for the 2005 field trip which has been tentatively scheduled for August 17 in northern California. Additional discussions related to logistics and priorities are ongoing. Final recommendations regarding this field trip should be released by the end of July.

  2. 10-Year Monitoring Report: IAC members expressed an interest in providing input to this process prior to finalization. Status: Members were provided an opportunity for commenting at the Nov. 3, 2004 IAC meeting. In addition, the tuition and travel for non-Federal committee members was paid for by the RIEC so that they could attend the Northwest Forest Plan Science conference. Additional discussions are scheduled for April 21, 2005.

  3. Future Potential Topics for Discussion:
  • Implementation Improvements identified in 2003. Status: Additional status reports and oral updates are planned, pending availability of information and presenters. Discussions are being blended with new science findings reports.
  • BLM Resource Management Plan revisions. Status: Presentation made at the Nov. 3, 2004 IAC meeting; an update is scheduled for the evening of April 20, 2005.
  • Revisit creative funding solutions (similar to the U.S. Fish and Wildlife Service agreement using National Fire Plan dollars). Status: This topic may be revisited at a future date pending availability of presenters and information.
