Subject: February 1998 Intergovernmental Advisory Committee Meeting Notes
Enclosed are notes from the February Intergovernmental Advisory Committee (IAC) meeting. Issues summaries are included for:
The minutes from the November 1997 meeting were certified. During public forum time, Dr. Craig Shinn, Portland State University, and Jim Whitty shared information on the Oregon State of the Environment Report, A Work in Progress.
Hot Topics included an update on fish listings, an overview of the Forest Service road policy,
a look at the new Oregon vehicle license plate featuring a salmon, and distribution of a
coalition document critical of the forest plan.
The next IAC meeting is scheduled for Thursday, May 7, in Portland, Oregon. Logistical
information will be sent out in early April. If you have questions or suggestions, please

| Topic: REO Strategic Plan for FY 1998 (formerly called the REO/RIEC FY 1998 Accomplishment Goals) | |
| Objective: Review and discuss the revised draft of the strategic plan for FY 1998. | |
| Summary of Discussion/IAC Actions: The REO circulated a revised set of FY 1998 Potential REO/RIEC Accomplishment Goals, and requested final IAC input by February 17. REO will continue to staff out the resource requirements and major milestones associated with each goal. This will be shared with the regional executives, and a set of goals selected. We expect these items to feed into our FY 1999 budgeting and strategic planning process. REO will work to tie this strategic planning process into our budget cycles. | |
| Follow-up Actions (who/what/when): A question was raised about the schedule for developing our FY 1998 implementation monitoring plans. As a result, the Research and Monitoring Group will soon circulate, to the IAC and others, a request for suggested topics. These will be summarized and discussed in a conference call to be scheduled in late March or early April. Please look for a letter from Dan McKenzie on this topic. We will be able to report on this at the May 7 IAC meeting, as we plan to get regional executive decisions on topics by April 7. | |

| Topic: NFP MOU Review | |
| Objective: Should we focus the work of the IAC, and of the forest plan generally, to better coordinate with other Federal and non-Federal efforts? | |
| Summary of Discussion/IAC Actions: Jim Pipkin, Mike Crouse, and Gary Sims led an in-depth discussion of the issue. Jim briefly reviewed 12 major issues raised for consideration in revising the NFP MOU. Mike reviewed the membership and goals of the MOU Work Group. Gary presented the preliminary results of his report on PAC interests. | |
| Follow-up Actions (who/what/when): Mike Crouse's work group will continue to meet and produce written materials in support of MOU renewal, including suggested MOU language and examples of how the NFP structure and processes (including the IAC and PACs) could be used to assist non-Federal partners accomplish their goals. Jim Pipkin will have a report and a draft revised MOU by the end of March, for discussion with the regional Federal executives on April 7. This will be reported on at the May 7 IAC meeting. | |

| Topic: Strategic Research Plan for NFP Implementation | |
| Objective: The objective of the presentation was to provide IAC with an overview of the
Strategic Research Plan (SRP) and it's implementation. The RMC had overseen the
development of a strategic research plan to support implementation of the NFP. The primary
objective of the SRP is to promote a framework for interagency identification and
coordination of research needed to facilitate implement of the NFP. Other objectives are to
facilitate communication with resource managers and stakeholders during research planning
and promote dissemination of research results. A revised draft was adopted by the research
agency executives and they recommend proceeding with implementation of the plan.
The initial tasks for implementing the SRP are to develop a list of research topics based on a research needs assessment workshop, followed by the development of a prioritized list by the research executives based on the workshop results. This first workshop is proposed to be hosted by the research executives and held in late March or early April. | |
| Summary of Discussion/IAC Actions: Two items of clarification were briefly discussed; (1) processes for timely communication of research results to the field staff, and (2) criteria for acceptance and reliance on research results. | |
| RIEC Decisions: The Research Executives will proceed with implementation and additional comments or advice from IAC members will be considered in the next update of the SRP. | |
| Follow-up Actions (who/what/when): The RMG will provide the staff work for the Research Executives to host a workshop on research needs assessment in late-March or Early-April. Invitations and agenda for the workshop will be sent to IAC members. | |
