Subject: May 1998 Intergovernmental Advisory Committee Meeting Notes
Enclosed are notes from the May Intergovernmental Advisory Committee (IAC) meeting. Issues summaries are included for:
Review of the NFP MOU: Jim Pipkin described the comments received so far on the MOU Review Report and the proposed revised MOU. Comments not provided yet should be submitted by May 15, 1998. A complete review timeline is included in the attached Issue Summary. The REO will continue to work on rechartering the Intergovernmental (IAC) and Provincial Advisory Committees (PAC). The new charters will include options to reappoint sitting members of the committees and identify alternatives for PAC membership compositions.
Implementation Monitoring: The Implementation Monitoring (IM) Strategy for FY 1998 was presented. Based on IAC discussion, the RIEC concurred with the proposal on how to conduct Implementation Monitoring for timber sales and roads, and also agreed to a pilot IM program at the watershed scale. The Research and Monitoring Group and the Regional Implementation Monitoring Team will develop a landscape/watershed Implementation Monitoring Pilot. Sufficient watersheds will be sampled to develop an approach for full use in FY 1999, when it will be applied on a statistical basis across the region of the NFP. Results of the landscape/watershed Implementation Monitoring Pilot will be shared with the IAC.
Survey and Manage Schedule Change: Members of the Survey and Manage work group and intermediate managers presented the status of a review on the development, and implementation, of protocols for conducting surveys before ground-disturbing activities for certain species. The review will identify proposed schedule changes to the Survey and Manage Program, consistent with the ROD. The report identifying the specific changes will be sent to IAC members, who will have 2 weeks to comment.
National Marine Fisheries Service Listings: The IAC members were briefed on the NMFS responsibilities under the Endangered Species Act and its listing process. Areas where IAC member organizations are, or could be, involved were identified.

The minutes from the February meeting were certified. During public comment period Doug Heiken of the Oregon Natural Resources Council (ONRC) presented the ONRC's position opposing possible schedule changes in the Survey and Manage Program.
Hot Topics included an update by National Marine Fisheries Service of the Umpqua Basin Litigation, and comments by the Natural Resources Conservation Service representative of the Clean Water Initiative--Unified Watershed Assessment Process.
The next IAC meeting is scheduled for Thursday, July 16 at Bonneville Dam, Oregon. That meeting will be a work session of the members, without REO staff. Additional logistical and pre-meeting material will be mailed well in advance of the meeting. It will afford IAC members an opportunity to work together to identify issues and concerns of mutual interest. The next regular meeting of the IAC is scheduled for Thursday, August 6 in Portland, Oregon. Logistical information for each meeting will be forthcoming. He distributed a set of key issues ("Issues for Discussion Related to Draft MOU," dated May 6, 1998--enclosed) and another version of the MOU (dated May 6, 1998) at the IAC meeting, as the basis for discussion. The identified issues received substantial attention in the ensuing discussion. | |

Should a sentence be inserted suggesting the possibility of non-federal participation in ISC
meetings in appropriate cases?

Should the California heads of the Forest Service and BLM be able to chair the
RIEC?
Intergovernmental Advisory Committee
In addition to the full IAC, should there be a California subcommittee?
Should the California FS and BLM heads be eligible to chair the IAC?
Should one main purpose of the IAC be to "provide a forum for better integration of forest ecosystem management activities among federal and non-federal governmental entities across jurisdictional boundaries"?
Should federal executives be eliminated from membership?
Should the numbers of state, county, and tribal members of the IAC be specified in the MOU or should the MOU be flexible on this subject, with numbers being established in the charter of the IAC?

| Topic: Draft Results of the FY 1997 Implementation Monitoring Program Report and Proposed FY 1998 Implementation Monitoring Program | |
| Objective: The Intergovernmental Advisory Committee (IAC) was told it will be asked to
review and comment on the draft FY 1997 report that will be distributed in July or August.
The final report it will be transmitted to the agencies for their evaluation and potential follow-up management actions.
IAC discussion and RIEC guidance was needed to establish the tasks and level of effort for the FY 1998 Implementation Monitoring (IM) program. A schedule was presented for the FY 1998 efforts with a draft report to be completed first quarter FY 1999. | |
| Summary of Discussion/IAC Actions: The initial presentation focused on a brief overview
of the draft results for the FY 1997 IM program. The draft summary results for timber sales,
roads and restoration projects reported a compliance with the S&Gs at rates greater than 95%
in the "meets or exceeds" category. No major areas of non-compliance were identified,
although suggestions for improved performance in several areas were presented. The timber
sale results were similar to those reported for the FY 1996 program. The draft report is
currently under review by the provincial teams and a revised draft for distribution to IAC for
review and comment is anticipated in July or August.
The proposed FY 1998 IM program consists of two modules. First, the continued review of timber sales is recommended with sales stratified by size and administrative unit. A total of 26 sales will be selected and reviewed by Provincial Implementation Monitoring Teams (PIMT). The review will also include road projects associated with the timber sales. The second, is a pilot effort to develop an implementation module for assessing compliance and progress towards actions to address the landscape or watershed scale S&Gs. This effort would select a small number of watersheds and employ the PIMTs to answer a questionnaire consisting of 30-50 questions drawn from the ROD S&Gs. The objective of the effort is to develop this module for the FY 1999 IM program. The majority of the discussion with the IAC focused on the number of watersheds to be selected. Interest was divided between the options of testing the pilot program on 3 or 12 watersheds. Those favoring sampling 3 watersheds expressed concerns regarding workload requirements, staff effort, uncertainty of results, etc. Those favoring sampling 12 watersheds said they hope to test a wider range of watersheds and were concerned sampling 3 watersheds would yield inconclusive results for the pilot program. Additional interest was shown in having the scope of the questionnaire include a broad range of topics, including economic issues. | |
| IAC Agreements: The IAC stated its support for the review of the timber sales and roads as proposed by the RIMT. The development of an implementation monitoring module to address the watershed and landscape scale S&Gs was recommended. The option to select six watersheds was identified as appropriate, with a potential to increase the number of watersheds following an initial assessment of the results from the first six watersheds. | |
| RIEC Decisions: The RIEC guidance to the RIMT is to conduct the timber sale and roads Implementation Monitoring Program as proposed. The development of implementation monitoring at the watershed/landscape scale should proceed as a pilot effort with the goal of recommending a FY 1999 program. Six watersheds should form the basis of the initial effort and experiences on these reviews should be used by the RIMT to assess the need to alter the approach, increase or decrease the level of effort. | |
| Follow-up Actions (who/what/when): The RIMT will prepare and distribute a draft of the
FY 1997 Implementation Monitoring report to the IAC in July/August and a final report
following IAC comments for submission to the RIEC.
The RIMT will proceed with the FY 1998 Implementation Monitoring Program. IAC members will be kept informed of the review schedule and their participation accommodated. | |

| Objective: Report on a upcoming review of the "Survey and Manage" and "Protection Buffer" species, and a proposal to change the implementation schedule for some species. | |
| Summary of Discussion/IAC Actions: The intent and background of the Survey and
Manage Standard and Guideline was described. The Survey and Manage standard is divided
into 4 strategies. Strategy 2 requires agencies to survey prior to ground-disturbing activities
and mange any sites where the species are located. The Record of Decision allows the
Regional Interagency Executive Committee (RIEC) to change the standard and guideline
including modifying schedules, moving species from one strategy to another, or dropping the
requirement for species deemed more secure than originally projected. Protection buffer
species are tied to the implementation schedule of Strategy 2 species. Surveys are required
for 6 Survey and Manage species in FY 1997. These surveys are underway. Surveys for the
remaining 80 Strategy 2 and Protection Buffer species, are required beginning October 1,
1998 (FY 1999).
Management recommendations and survey protocols have been developed for many of the Survey and Manage and Protection Buffer species. The possibility of changing the schedule for some of the Strategy 2 and Protection Buffer species was described based on the feasibility of surveying and the increment of risk to the species. The review process and results will be described in a report to be submitted to the RIEC. | |
| IAC Agreements: The IAC briefly discussed the proposed schedule change and agreed to a two-week review period upon receipt of the report. | |
