After announcing that the committee's charter reauthorizing the IAC for an additional 2 year period had been signed by Secretary Glickman, Elaine Zielinski passed the gavel and the chair responsibilities on to Bob Williams for fiscal year 1999. Intergovernmental Advisory Committee (IAC)

ISSUE SUMMARY

Topic: Tribal Effectiveness Monitoring
Objective: To obtain IAC advice and RIEC guidance for continued development of the Tribal Effectiveness Monitoring Module. Seek agreement on the continued role for the IAC Policy Subgroup through acceptance of the draft charter and schedule.
Summary of Discussion/IAC Actions: The presentation focused on the development of the Tribal Effectiveness Monitoring Module and the actions that have occurred to date. The results from a meeting of an IAC Policy Subgroup to provide policy guidance for module development were presented. A series of agreements reached by the subgroup were presented and discussed. A draft charter for the continued involvement of the subgroup was discussed. The IAC and subgroup's role in the development of the draft module and anticipated pilot testing effort were detailed and accompanied by a proposed schedule.

The need and scheduling for a FY 1999 budget proposal was identified.

IAC Agreements: The IAC agreed with the consensus agreements and recommendations developed by the subgroup. The primary focus of the initial module should be on the government-to-government consultation process. Individual tribes will be monitored to determine the degree of implementation of the consultation process and the degree of effectiveness of those consultations and conflict resolution efforts. A pilot effort to test and evaluate the module in FY 1999 is desirable. The draft IAC Policy Subgroup charter was approved subject to review by IAC members and would be revisited at the next IAC meeting for finalization.
RIEC Decisions: The development of the Tribal Effectiveness Monitoring Module should proceed following the guidance of the IAC Policy Subgroup. Budget information should be developed in collaboration with the Effectiveness Monitoring Program Managers Group. February's IAC meeting was identified for further discussion and decisions.
Follow-up Actions (who/what/when):
  • The RMG/REO will facilitate the development of the draft effectiveness monitoring module, working with Bruce Davies (NWIFC), and the IAC Policy Subgroup.
  • A final draft module, recommendations for implementation, and an anticipated pilot test in FY 1999, will be prepared and presented at the February IAC Meeting.
  • Budget estimates will be prepared and coordinated with the Program Managers group.
  • The IAC Policy Subgroup Charter will be revised as necessary and finalized at the February IAC meeting.

Topic: IRICC
Objective: The goal was to report the IRICC/IAC policy subgroup meeting results to the full IAC and determine how best to proceed. The presentation covered the results from the IAC Policy Subgroup meeting held with IRICC. Discussion topics included the voting strategy and the 7 proposed projects. These 7 topics, in priority order, are fully described in the IAC pre-meeting packet. They include:
  1. 5th and 6th Field Watershed Delineation
  2. Restoration Data Base Development
  3. Hydrography Framework development
  4. Phase II Fish/Hydro Standards Development
  5. Phase I Fish/Hydro Standards Development
  6. Hydro Summit
  7. Cadastral
Summary of Discussion/IAC Actions: The IAC meeting discussion involved the following points:
  • There was involvement and review by agency managers in this priority reviewing and setting process. Through IAC meeting notes, IRICC mailings, and direct mailing, agency managers participated in the development of these projects. At the October 1 IRICC/IAC policy subgroup meeting, agency managers were invited to help prioritize these projects. At the November 19 meeting, managers will again be invited to comment on priorities and to address the need for personnel and resources.
  • The IAC was provided an opportunity to provide any feedback to IRICC of issues or concerns. IRICC representatives from all three states were invited in this decision making process.
  • The function of IRICC is to help resolve basic differences in data, information requirements, and systems between agencies. IRICC has successfully developed common standards. Where standards are not in agreement, IRICC has been able to develop methods and systems to mitigate these differences.
  • The NW Indian Fisheries Council has coordinated data development in several areas. We will ask them to bring these to the November 19 IRICC meeting, where they will be incorporated into the interagency information coordination efforts.
  • The BLM, in the state of Oregon and for their lands alone, have budgeted hundreds of thousands and a time frame of 3 years to develop a stream GIS layer. Developing this information base is a considerable expense of resources. Notwithstanding this effort, there are a number of maintenance and update items that need to occur for such basic GIS levels as land use allocations, hydrography, etc. These basic layers should also be considered along with the 7 items identifies at the October 1 IRICC/IAC policy subgroup meeting.
  • Representatives of the various effectiveness monitoring teams will continue to coordinate with members of the IRICC strike teams. Through this liaison, the information requirements of the monitoring teams will be integrated.
Follow-up Actions (who/what/when): Proposed action items for continued coordination:
  • The continuing issue appears to be how best to identify needed interagency information products and then how to fund and support those projects. We will continue to incorporate IAC member comments in these efforts.
  • In order to carry this assignment to the next phase, IRICC will host a meeting on November 19. The overall intent of this meeting is to take the IAC comments above, address any additional suggested changes from those not in attendance at the last meeting, and recruit team members as needed for these teams. At that time, team members will be briefed as to the desired general goal for the team, and an indication of resources that may be available. Team members will then meet, establishing specific projects goals, strategy, timeliness and estimated resources needed.
  • The Aquatic/Riparian Effectiveness Monitoring group will be invited to the 11/19 meeting to begin the process of folding their information requirements into the process. These groups are now establishing and publishing the guidelines necessary, including the associated information requirements. We now have the opportunity to include these requirements into agency specific information requirements.

Intergovernmental Advisory Committee (IAC)

Topic: Future IAC Agenda Items
Objective: Solicit IAC feedback on IAC agenda topics suggested at the IAC Policy Subgroup meeting, and continue to schedule a broader range of topics as suggested by our non-Federal members.
Summary of Discussion/IAC Actions: The results of the September 17 Policy Subgroup Meeting on IAC Future Agenda Topics was presented to the full committee. The discussion of what some of the future agenda items should be generally fell into the same three broad categories identified during the November 5 meeting of the full committee: ecosystem/landscape; socio-economic/sustainability; and ongoing NFP implementation issues. The following is a summary of the comments provided by the committee members.

Ecosystem/Landscape Issues

  • Regulatory Agencies
  • What are the underlying assumptions of the regulatory agencies when consulting with different landowners/managers (private, tribal/state/local governments, Federal land managing agencies, etc.)? Do the assumptions vary by landowner?
  • How do/can the regulatory agencies serve/promote the integrated functions required in ecosystem management? The land management agencies are ultimately responsible for only the land within their particular jurisdictions, e.g., national forests, BLM districts. However, the regulatory agencies responsibilities transcend not only Federal land managing agency but also tribal/state/local governmental and private land ownerships. It would appear that the regulatory agencies could be poised to greatly influence/facilitate ecosystem management across all ownerships.
  • How can (or should) the IAC promote consistent responses to new requirements across the landscape such as Clean Water Action Plans?
  • Relationship/Interaction Between State/Federal Regulations
  • What are the relationships between state and Federal regulations; how do they work together? What are the impact of state regulations on Federal lands?
  • Relationship with State Plans
  • State governments are developing plans for critical environmental issues such as salmon recovery and changing forest practices requirements. What are affects of those plans/changes on overarching ecosystem/environmental issues? What are the "impacts" of those plans/changes on NFP implementation?
  • IAC/PAC Relationships
  • The IAC agreed to a combined all-PAC/IAC meeting in August 1999. (It would be logistically difficult to plan, coordinate, and develop the meeting before that date.) Topics for discussion might include: how are the PACs are interacting with other local groups such as watershed councils, biodiversity councils, etc.; how are PACs operating (what is/is not working); how can the all-PAC/IAC meeting be structured to serve as a form of effectiveness monitoring on how the NFP is working across the region?
  • There should a set of questions to go out to the PACs in order to receive a consistent feedback from the local committees.
  • There should be a discussion on how the PAC (non-Federal) members can comment on current environmental/political issues including ballot measures; comments to Congressional members; discussion with other political/environmental interest groups in order to help provide information regarding NFP implementation, agency needs, how to further collaboration with other land owners.

Socio-Economic/Sustainability Issues

  • How do economic considerations get factored into management decisions, directives, standards, etc., being implemented? Was There specific guidance or direction developed for the BLM's 3-year Plan Evaluation Process?

Ongoing NFP Implementation Issues

  • Timber sale appeals
  • What is the relationship, if any, between the number or rate of timber sale appeals and NFP implementation? When the ROD was released, there was an expectation that timber sale appeals would be greatly reduced. The designation of reserves and matrix, it was believed, would defuse the highly volatile issues of timber sales. What has happened since the adoption of the NFP? Have timber sales appeals been reduced? Are timber sales being planned, developed, and sold with less controversy? Is sale development within the matrix allocation non-controversial?
  • Ongoing issues, requirements, such as plan amendments, harvest levels, developments relating to Survey and Manage, etc., need to be presented to the committee on a regular basis.
Follow-up Actions (who/what/when):
  • The REO will select, beginning in February, topics for IAC agenda time and schedule them for discussion. The REO will continue to develop future agenda topics, based on the discussion from the November meeting. The REO will share the progress on this and solicit assistance for further development from among the IAC membership, including presenters of some of the topics.
  • The REO will review the results of the PAC surveys to help develop themes for the August joint meeting.
  • The REO will proceed with development of the all-PAC/IAC joint meeting for August. Working with FS Region 6 staff responsible for PAC contacts, the REO will contact the PAC DFOs and: if appropriate, develop a questionnaire identifying discussion topics; identify meeting location; develop a proposed agenda for the meeting that would include information sharing between the PACs and with the IAC (including the PAC identification of how the IAC can best help them to "do their job").
  • The REO will share work with the IAC members on developing the joint meeting and other future agenda items. This may include developing future conference calls and faxes to solicit ideas, and receive comments and suggestions.

ISSUE SUMMARY

Topic: Effectiveness Monitoring Implementation
Objective: Report progress and problems concerning the implementation of effectiveness monitoring modules to date.
Summary of Discussion/IAC Actions: The EMPM group reported their progress to date in coordinating agency budgets for implementation of EM modules. The RIEC indicated that the group should make every effort to resolve outstanding budget issues and report back to the RIEC on any unresolved issues at the December RIEC meeting. This would include developing preliminary budget estimates for Tribal and Social/Economic EM implementation. Also, the group needs to continue to look for smoother transitions between development and implementation of EM modules. The executives concurred with a proposal to use the EMPM group as a sounding board for review of modules still being developed. That feedback will be useful to the Research Executives as they evaluate the modules prior to their concurrence and recommendations. Finally, the group was reminded of the need to ensure that all agencies are included on the distribution list.
Follow-up Actions (who/what/when): The EMPM group will meet again on November 20. The group will continue to work through implementation issues and will provide a status report to the IAC again in February 1999.
