Enclosed are the proposed agenda and supporting pre-work material for the November 2 Intergovernmental Advisory Committee (IAC) meeting, to be held at
the downtown Portland Hilton Hotel, located at 921 SW 6th Avenue (Phone: 503-226-1611 and Fax: 503-225-1480).
The meeting is scheduled to begin at 9:30 a.m. and adjourn by 3:30 p.m. We will meet in Galleria rooms 1 & 2 on the hotel's ballroom level. The meeting

Hot Topic items include informational updates on re-chartering of the IAC under FACA, the litigation status of NFP-related litigation, Survey and Manage
FSEIS, Tribal Effectiveness Monitoring Plan, Aquatic Riparian Effectiveness Monitoring Plan, availability of major science findings material, and recently
enacted county payments legislation. Finally, a status report is included in this package providing the dates set for RIEC and IAC meetings in 2001.

Meeting Date: November 2, 2000 Presenters/Sponsors: Elaine Zielinski, Harv Forsgren, Curt Loop, & Steve Odell REO Contact/Phone: Steve Odell, 503-808-2165 Topic: Orientation and Refresher on Northwest Forest Plan Issue Statement: To provide new Intergovernmental Advisory Committee (IAC) members with an
orientation, and existing IAC members with a refresher, on the fundamental elements and major
accomplishments of the Northwest Forest Plan (NFP), and to discuss and arrive at a common
understanding on the roles, responsibilities, and interrelationships of the IAC, Regional Interagency
Executive Committee (RIEC), and Regional Ecosystem Office (REO). Background: Every 2 years the membership of the IAC is reviewed and, as appropriate, new
members are added to the committee. In the past, there have been few changes to the committee
membership. This year, however, several new members have been added to the IAC. To
familiarize the new members and to review current and proposed operating procedures with
returning members, an orientation/refresher presentation on the Northwest Forest Plan will be made
at the November 2 IAC meeting. Analysis and Options: The presentation will consist of three principal segments: (1) an overview
of the NFP; (2) a summary of some of the major accomplishments of the NFP since its adoption in
1994; and (3) a review and discussion of the respective roles and responsibilities of the IAC, RIEC,
and REO, as well as the principles and processes that should guide their interrelationships in order
to enhance meaningful IAC involvement on relevant NFP implementation issues.
In the first segment, the goals and objectives, background, fundamental elements, and
organizational structures and entities of the NFP will be highlighted. There also will be a question-and-answer period during which members may request additional information on any subject they
wish. The second segment will summarize some of the major accomplishments of the NFP to date.
The last segment will feature a discussion of the principles and process that should guide the
process by which IAC advice is sought and integrating advice into specific projects and initiatives
related to implementation of the NFP. A review of roles and responsibilities of IAC, RIEC, and
REO also will be presented, followed by a break-out into small work groups, and culminating in a
plenary discussion to synthesize results of the smaller discussions.Action Required: X IAC Review & Discussion IAC Recommendation

Contact/Phone: Dave Blakeman, 707-562-8767, Dale Guenther, 503-808-2188Topic: IRICC's Proposed FY2001 Work Plan Issue Statement: IRICC has accomplished several goals related to information management and
systems integration across agencies and governments since its inception. For FY 2001, IRICC has
established a proposed work plan that describes and prioritizes specific ongoing and prospective
projects, which will be presented to the IAC for consideration and concurrence. Background: IRICC was chartered in 1995 as a subcommittee of the IAC to develop a seamless,
current, and accessible information network to support ecosystem management. The subcommittee
provides advice and guidance to the IAC in the coordination of ecosystem information management
efforts among participating organizations including: policy direction, identification of key data
sets, formulation of standards, establishment of data management priorities, applications, and data
maintenance. IRICC reports directly to the IAC, in cooperation with the REO, providing policy
recommendations on information management priorities that cross agency jurisdictions.
IRICC's charter directs it to support implementation of the NFP, Endangered Species Act, National
Environmental Policy Act, Clean Water Act, Federally Reserved Rights, and other applicable
direction pursuant to ecosystem management in northern California, Oregon, and Washington. The
voting members on IRICC include representatives of Oregon, Washington, and California, the
counties in those three States, three tribal governments, as well as the federal agencies and federal
research agencies represented on the IAC.Analysis and Options: IRICC recently completed a process by which its members agreed upon a
proposed FY2001 work plan that identifies and prioritizes a set of ongoing and prospective
projects. IRICC now presents the proposed work plan to the IAC and seeks its concurrence. Organizational/Funding Implications: The present IRICC charter states that organizations on the
