Opening Comments by the Chair - Elaine Zielinski
Welcome to the December meeting. The minutes were approved and certified as correct pending proposed changes to be received in the REO by noon on Monday, December 11. No comments were received and therefore the November minutes were approved and certified.

Presentation and Announcement - Don Knowles
John Lowe was presented with a gavel in acknowledgment of his service as the Intergovernmental Advisory Committee (IAC) Chair for the past year. His dedication and guidance were crucial to the initial development and success of the IAC.

It was announced that this would be Tony Sisto's last meeting as the National Park Service representative to the Regional Ecosystem Office. Tony has been selected as the Park Superintendent of the Fort Vancouver National Historic Site.

FEMAT Presentation
Representatives from Oregon State University, the Forest Service, and the Bureau of Land Management field units presented an overview of the FEMAT Process and Northwest Forest Plan development. Norm Johnson served on FEMAT and helped with the report and provided a unique perspective of the FEMAT intent as contrasted with ROD developed requirements. George Brown, Oregon State University, presented a look at the FEMAT report from the viewpoint of science. Christine Walsh, Bureau of Land Management and Ted Stubblefied, Forest Service provided field managers perspective of the challenges inherent in implementing the ROD requirements with on-the-ground activities. For some IAC members this was the first exposure to an historical articulation of the formation of the IAC and placed a lot of the IAC development and mandates in perspective.

Hot Topics: Update on the proposed 4(d) Rule draft environmental alternatives analysis.

Public Comment: No one requested time on the agenda to address the committee.

Topic: Joint Planning Team (JPT) for Natural Resources Partnership
Summary of Discussion/IAC Actions: At the November 2 meeting, the REO presented a proposal to establish a Joint Planning Team (JPT) for the purpose of better integrating the ecological and economic components of the Northwest Forest Plan and the goals of the local impacted timber communities. The presentation also covered a proposed JPT charter and the selection guidance and selection committee for staffing the JPT. The discussion concluded at the December 7 IAC meeting.
IAC Agreements: The IAC discussed the proposed candidate selection guidance, the selection committee, and the proposed charter. The IAC recommended that:

1. The selection committee be composed of the two chairs of the RCERT, the chair and vice chair of the IAC, three State representatives from either the IAC or RCERT, three tribal representatives from the IAC, and three county representatives from the IAC.

2. The guidance for nominating individuals for the JPT is that nominations will come: one each from the RCERT; one each from each of the three States; two from the IAC; three from the Tribes; one each from the conservation/environmental sector, labor sector, and industry sector; and three from local governments. It was also recommended that one representative each from the Forest Service and Bureau of Land Management would be among the JPT. At the JPT selection meeting, the selection committee was given the discretion as to when to involve representatives from the Conservation/Environmental, Labor, and Industry components. The JPT would determine the best course of action to incorporate input from these components and report back to the IAC.

3. The JPT charter be approved as proposed.

It was noted that the JPT will be a subcommittee of the IAC as the IAC has a FACA approved charter, while the RCERT does not.

RIEC Decisions: The RIEC decided to establish the JPT and approved the proposed charter. They also agreed to receive nominations and select JPT members in accordance with the guidance. The IAC agreed to submit nominations to the REO by December 15, 1995.
Follow-up Actions (who/what/when):

1. The REO will receive the nominations for the JPT, distribute the names of the candidates to the selection committee, and arrange for a meeting (or conference call) during the week of January 8 to select the members of the JPT. The JPT selection committee will consider whether to include Conservation/Environmental, Labor, and Industry representation immediately or to wait until after the March status meeting to include all those points of view.

2. The JPT will report back to the IAC and RCERT during March with responses to the following issues. Pending a review of schedules, this meeting is proposed for Thursday, March 7.

  1. Present specific goals and objectives that the JPT is to address and operating guidelines under which it will function. This will include a review of the proposed outcomes and their implications for all stakeholders.
  2. Present a recommendation as to how long the JPT expects it will need to accomplish its missions.
  3. Present a recommendation on how the JPT will include input and information from Conservation/Environmental, Labor, and Industry into its planning process.
  4. Present a discussion as to its relationship to salmon issues.
  5. Present a discussion of the JPT relationship with the PIEC/PACs, as well as the other state, tribal and local governments, resource agencies, private land owners, and watershed and biodiversity councils, etc. The JPT will also discuss its relationship with the REO.

Topic: New Information
Objective: Review, finalize, and approve the revised draft new information memo. The IAC is seeking agreement on a generic process to examine new information.
Summary of Discussion/IAC Actions: The memo describes an overview of the Adaptive Management Process and a framework in which new information will be reviewed and incorporated into the Northwest Forest Plan in the future.

The IAC noted that the direction was general in nature and does not provide specific guidance for analysis of new information. Some members would have preferred more detail. It was noted that the process outlined in the memo would be supplemented as specific issues are considered. It was agreed that we would review our progress after 6 to 8 months and make appropriate adjustments at that time.

IAC Agreements: The IAC agreed that the goals of the process were to continue the coordinated and cooperative efforts needed to support forest plan implementation. Consensus was reached to issue the generic process guidance memo in its current form. The process will be supplemented as experience is gained dealing with new information issues. In 6 to 8 months the IAC will review the generic process that has been developed and make changes if needed.
RIEC Decisions: The RIEC agreed to sign the revised draft new information memo and review the process in 6 to 8 months.
Follow-up Actions (who/what/when): The REO will use RIEC signatures on file and issue the memo as soon as practicable.

Topic: Vegetation Data Standards
Objective: Approve adoption of vegetation data standards and implementation steps.
Summary of Discussion/IAC Actions: The presentation outlined the process taken to arrive at identifying core standards and implementation steps. The IAC sought assurances that appropriate partners were consulted and like activities considered such as FWS habitat mapping. The IAC further noted the value of these standards in developing products that are compatible among agencies.
Follow-up Actions (who/what/when): Executives are asked to assess the proposed recommendations within their own organizations and request briefings if needed by the Vegetation Strike Team. IRICC will present additional detail at the February IAC meeting and seek approval.
