Subject:  March 1996 Intergovernmental Advisory Committee Meeting Notes

Enclosed are the notes from the March Intergovernmental Advisory Committee (IAC) meeting, including:

We are planning to hold a "WACT+" review of the Riparian Reserve module before the end of March and the Watershed Analysis Policy Group meeting on April 3 to discuss policy issues identified to date. More information will be provided when we have officially scheduled these meetings.

Our next IAC meeting is scheduled for Thursday, April 4, in Portland, Oregon. The meeting will be held at the Howard Johnson Airport Hotel, 7101 NE 82nd Avenue, Portland, Oregon 97220. You may phone the hotel at 503-255-6722 to make room reservations (request the government rate) and for shuttle service to and from the airport. Welcome to the March meeting which marks the 1-year anniversary of the Intergovernmental Advisory Committee (IAC). We held our first meeting 1-year ago, in March 1995. The minutes were approved and certified as correct for the December 1995 meeting.

ISSUE SUMMARY

Topic: Rescission Bill
Objective:

To explain implementation efforts of the Rescission Bill timber sales to date and set the stage for subsequent policy-level IAC discussions, if needed, concerning the impact of the Rescission Bill sales on the Northwest Forest Plan.

Summary of Discussion/IAC Actions:

Forest Service and Bureau of Land Management staff presented an overview of the three major timber sale provisions of PL 104-19: Option 9 sales, Salvage sales, and sales offered but unawarded between October 23, 1989, and July 27, 1995. The presentation included a review of the language of the law, court orders as a result of litigation, agency discretion under timber sale contracts, and a status report on the number and acres of sales apparently implicated.

IAC Agreements:

The presentation was well received. Members recognize that court orders continue to determine which timber sales will be released for harvest and that Congress is considering amendments to the original version of the Bill.

Followup Actions (who/what/when):

Continuing status reports will be provided as events unfold. Some members indicated a desire for a detailed discussion of this and other Northwest Forest Plan implementation barriers, at the appropriate time.

ISSUE SUMMARY

Topic: Riparian Reserve Evaluation Methods for Section II of the Federal Guide for Watershed Analysis
Objectives:

Report on the status of the Riparian Reserve Technical Team's efforts to develop a draft analysis method for Riparian Reserve evaluation and adjustment (draft module). Discuss the next steps for completing the module, including the proposed schedule for seeking intergovernmental review and comment.

Summary of Discussion/IAC Actions:

1. Concerns were raised over the proposed schedule for completing the Riparian Reserve module. The proposed timeframe is insufficient for the tribes to review the document and consolidate their comments for consideration at the proposed April 3 IAC Watershed Analysis Policy Group meeting. Conversely, some members suggested that we continue to expedite the process to provide a timely product to field practitioners and line officers and to build on technical team momentum.

2. It was noted that the tribes have repeatedly requested assistance from the Federal agencies to allow their participation on Northwest Forest Plan implementation activities, including watershed analysis. It was also noted that the request has yet to be satisfactorily acted upon. Additional technical assistance to the tribes may increase their ability to respond to our schedule.

3. Regarding the subject of staff resources to complete the analysis, it was noted by the Federal executives that a more detailed analysis of work group staffing, interaction, and priorities is needed before we can have further discussions or resolve the issue.

IAC Agreements:

1. The review draft of the Riparian Reserve module will be made available to the IAC and selected field units as soon as possible.

2. The "WACT+" group should be convened in March to provide a forum for explaining the proposed process to the technical staffs of IAC members not represented on the Technical Team.

3. An analysis of work group staffing, interactions, and priorities should be completed to establish the relationship of the various work groups, including staffing and schedules. The results of this effort will be used by the IAC to discuss work priorities.

4. The IAC Watershed Analysis Policy Group should meet on April 3 to discuss policy issues associated with the March 11 review draft. Based on the initial comments of IAC members and the results of the REO work group integration analysis, the Policy Group will recommend the next steps for completing the module. The full IAC will consider the Policy Group proposal the next day at the April 4 IAC meeting.

Followup Actions:

1. The REO will distribute the review draft of the Riparian Reserve module to the IAC and selected field units on March 11 as proposed.

2. The REO and Technical Team will hold a meeting of the "WACT+" group to explain the proposed process to the technical staffs of IAC members not represented on the Technical Team. This meeting may be scheduled for Olympia to facilitate attendance by tribal staff.

3. The REO will complete an analysis of work group staffing, interactions, and priorities to establish the relationship of the Riparian Reserve Technical Team with other work group staffing and schedules. The results of this effort will be used by the IAC to discuss work priorities.

4. The IAC Watershed Analysis Policy Group will meet on April 3 to discuss policy issues associated with the March 11 review draft. Based on the initial comments of IAC members and the results of the REO work group integration analysis, the Watershed Analysis Policy Group will recommend the next steps for completing the module. The full IAC will consider the Watershed Analysis Policy Group proposal the next day at the April 4 IAC meeting.

STATUS REPORT
TOPIC: Joint Planning Team REO Contact: Curt Loop
Background:

The Joint Planning Team (JPT) held its first meeting on March 7, 1996. In attendance were Nancy Graybeal and Kevin Smith, Co-Chairs; Rocky McVay and Harvey Wolden, County Representatives; Dean Judd and Terry Gorton, State Representatives; Larry Heasty for Gary DeRosa, RCERT Representative; James Anderson and Greg Blomstrom, Tribal Representatives; Van Manning, BLM; Louise Bilheimer, Conservation/Environmental Representative; and Tom Nelson, Industry Representative. Also attending were Don Knowles and Curt Loop from the Regional Ecosystem Office. Jean Logan from the Vice President's National Performance Review flew out from Washington, D.C., to attend.

Status/Update:

1. On March 7, the IAC approved the addition of a fourth representative category for the JPT. That category is for local community input. Lynn Jungwirth was approved as the representative.

2. After introductions and a review of the JPT charter, the discussion focused on the group's individual expectations for the team. The group understood that the JPT is currently chartered as a short-term endeavor. The discussion covered how the team wanted to operate and interact with each other, possible outcomes to be achieved, mechanisms to achieve the outcomes, and ideas for meeting topics. Each member was given a copy of the Natural Resource Partnership, including the proposed outcomes, which is the starting point for discussion for the JPT.

3. On March 12, the Co-Chairs will meet to develop a proposed mission statement, set of ground rules for meetings, and outcomes; update the JPT charter; and set the agenda and schedule a number of presentations for a 2-day meeting in May. This information will be distributed for review by all JPT members in time for the May meeting.

4. The next JPT meeting is tentatively scheduled for 2 of the 3 days between May 1 and 3 in Portland, Oregon. The tentative agenda will include presentations from various ongoing community-based projects in the three states, which will give the group a good idea of project objectives, successes, and difficulties. This will enable the remainder of the time to be spent in deliberation on which outcomes, milestones, and time schedules the team will address.
