Enclosed are the notes from the September Intergovernmental Advisory Committee (IAC) meeting, including the afternoon's joint meeting with the Regional Community Economic Revitalization Team (RCERT) to discuss the recommendations of the Joint Planning Team.

Specific enclosures include:

The minutes of the May 29-30, July 31, and August 7 meetings of the IAC were certified. No one requested time on the agenda to address the committee in the public forum.

We also had a wide-ranging discussion of ways to document and review IAC goals, and to evaluate and improve IAC performance. We in the Regional Ecosystem Office (REO) were asked to consider these questions and to work towards recommendations for change. As an initial step, each REO staffer is being asked to contact several IAC members for their views. Moreover, I am also asking each IAC member to respond directly to me with suggestions on ways we can enable the IAC to further reach its potential as a round table for information sharing.

I wish to thank the members of the RCERT for their attendance and participation in the Joint Planning Team presentation and discussion. I will be working with Curt Loop and others to draft a grant proposal for money to plan approaches to further improve connections with communities.

Our next IAC meeting is scheduled for Thursday, December 5, in Portland, Oregon. The meeting will be held at the same Red Lion Hotel, Columbia River, 1401 N. Intergovernmental Advisory Committee (IAC)

Issue Summary
Meeting Date: September 19, 1996 REO Contact: Mike Tehan 503-326-6276
Topic: Riparian Reserve Module for Section II of the Federal Guide for Watershed Analysis
Objectives:
  • Review the background events leading to the current status of the Riparian Reserve module.
  • Report the results of the July 31 Watershed Analysis Policy Group Meeting.
  • Obtain IAC concurrence with the Watershed Analysis Policy Group recommendations:

1. Field test, in FY 1997, the Technical Team's revision of the final draft Riparian Reserve module which incorporates IAC member comments and Policy Group agreements.

2. At the end of FY 1997, the REO and Technical Team will analyze results of the field test and develop recommendations for the IAC, working through the Policy Group, to revise the module as necessary.

Summary of Discussion/IAC Actions:
  • IAC members reiterated that the revised module was not being approved in final form, and that it should be prominently marked "draft working document" when distributed to the field.
  • IAC members committed to involve their technical staffs in the field tests to the fullest extent possible. The intent is to both ensure intergovernmental interests are represented in the test Riparian Reserve analyses and for IAC members to gain first hand knowledge of how the module works in practical application.
  • IAC members suggested that the review questions the REO and Technical Team develop for the module test teams address the question of implementation feasibility and efficiency, including staffing and cost issues.
  • In addition to the module test review questions developed by the REO and Technical Team, IAC members recommended that the FY 1997 implementation monitoring program broadly evaluate the extent to which Riparian Reserve management and boundary changes are occurring at the regional scale.
  • IAC members asked for a status report at the December IAC meeting on agency efforts to date to modify interim reserve boundaries.
IAC Agreements:
  • The Technical Team's revision of the final draft Riparian Reserve module, which incorporates IAC member comments and Policy Group agreements, will be field tested during the FY 1997 field season.
  • At the end of FY 1997, the REO and Technical Team will analyze results of the field test and develop recommendations for the IAC, working through the Policy Group, to revise the module as necessary.
  • A status report will be presented at the December IAC meeting describing agency efforts to date to modify interim reserve boundaries.
Follow-up Actions:

1. The Technical Team will work with the taxa experts to incorporate species specific information for vascular plants, fungi, amphibians, bryophytes, molluscs, lichens, and vertebrates into the Riparian Reserve module by October 26.

3. The REO will work with the Technical Team, the Forest Service and BLM, to transmit the module to the field by November 2. Guidance for the field test will be included in the transmittal.

4. By December 1, the species specific information for bats will be transmitted to the field as an addendum to the Riparian Reserve module.

5. The Forest Service and BLM will present a status report at the December IAC meeting on agency efforts to date to modify interim reserve boundaries.

 

ISSUE SUMMARY

Topic: Implementation Monitoring Schedule
Objective:

The FY 1996 Northwest Forest Plan (NFP) Implementation Monitoring program consisted of the review of 45 timber sales to evaluate their compliance with the NFP Standards & Guidelines. These reviews were conducted by provincial implementation monitoring teams, comprised of agency, Provincial Advisory Committee members, and private citizens. A regional implementation monitoring team provided guidance and is preparing the summary report of the findings. Previously, the report and recommendations for the FY 1997 Implementation Monitoring program were scheduled to be presented during a late September IAC meeting, with decisions and guidance during the December meeting. A revised schedule was proposed that would accommodate completion of the FY 1996 report, and development of the FY 1997 effort.

Summary of Discussion/IAC Actions:

An alternative schedule to the normal "propose & dispose" process was developed that permits the draft report to be mailed to the IAC, followed by a conference call scheduled for the morning of November 14 to fulfill the "propose" process, and agreement to discuss and "dispose" of the issues at the December IAC meeting.

IAC Agreements:

There was consensus that the FY 1997 Implementation Monitoring program could be addressed through a November conference call and the December meeting. The report on the FY 1996 Implementation Monitoring program will be presented at the December IAC meeting.

RIEC Decisions: The RIEC adopted the IAC agreements.
Follow-up Actions (who/what/when):

The draft FY 1996 Implementation Monitoring report and the proposed FY 1997 Implementation Monitoring program will be mailed to the IAC members for review on or about November 1. A conference call will be scheduled around November 14, and a presentation will be made at the December 5 IAC meeting.

 

ISSUE SUMMARY

Topic: Presentation of the Joint Planning Team Recommendations
Objective:

Review and discuss the Joint Planning Team recommendations to better integrate and facilitate the accomplishments of the Northwest Forest Plan's economic and ecological objectives.

Summary of Discussion/IAC Actions:

During the afternoon meeting of the combined Intergovernmental Advisory Committee (IAC) and Regional Community Economic Revitalization Team (RCERT), the Joint Planning Team (JPT) presented their proposals for integrating the IAC and RCERT activities to better achieve the economic, social, and ecological goals of the Northwest Forest Plan (NFP). These recommendations fell into three major categories: Community-based Partnerships for Ecosystem Management Network, Funding, and Integration. Following the presentation of the recommendations, a lengthy and lively discussion and debate ensued.

To summarize the discussions, the areas of common agreement among the IAC and RCERT members can be grouped as follows:

  1. Members want to support community and land based efforts.
  2. Members want to look at changing the ways we operate and function in order to improve and support effective partnerships.
  3. Overall focus of agency personnel and local communities should be on the end results, not the process.
  4. Resource managers need to integrate social and economic responsibilities as they relate to management of the natural resources.
  5. The Joint Planning Team did not intend to adversely affect existing procedures and processes or distribution of county receipts. This was in response to the letter received from Rocky McVay, President of the Association of O&C Counties.
The areas of disagreement among members of the IAC and RCERT with part or all of the recommendations appear to be as follows. These comments are necessarily somewhat subjective.
  1. Members remain somewhat confused as to what the proposal was. The agreement to prepare an application for a planning grant will help clarify the proposal.
  2. The majority of members appear to be opposed to the creation of a Community-based Network staff that is "empowered," is a "direct line to agency management," or has "oversight responsibility."
  3. Members appear to be opposed to forcing Federal agencies to resolve issues or commit funding before it is determined that there is a community partnership issue and the integration of the IAC and RCERT issues is resolved and responsibilities established.
  4. The majority of IAC members do not recommend the elimination of the RCERT as this would adversely affect the ability to improve the linkage between resources and economics. Moreover, it is beyond the authority of the IAC.
  5. Members do not believe that all community based efforts can define whatever they wish or that no sideboards should exist to current delivery mechanisms. Not all administrative and statutory conflicts are barriers to be "fixed."
  6. Some members believe that inconsistencies exist in the recommendations between community focus (bottom up) and agency proposals (top down); e.g., IAC assume responsibility of economic goals versus supporting local efforts and supporting separate community based partnerships versus the creation of a centralized network to communicate among local efforts in three States.
  7. Members were divided as to whether they should approve a detailed proposal or a general proposal. The proposal presented seemed to be a combination of both details and generalities. Some members felt integration was the responsibility of the RCERT.
IAC Agreements: Following the presentation and discussion, the following actions or conclusions were noted:
  1. The IAC and the RCERT took no action on the funding proposals, except to agree that there exists no intention to adversely impact county revenues.
  2. The IAC took no action to abolish the RCERT. The IAC noted there are values and benefits derived in the region from the RCERT, that this proposal was beyond the purview of the IAC, and that this recommendation does not support the goal of enhancing or achieving the economic and ecological outcomes of the NFP.
  3. It was agreed that the REO would assemble a small team and work with the agencies to develop a grant proposal which would request nonprofit foundation funding for a planning group to develop the concept of a "network." The planning grant proposal will be distributed to IAC and RCERT members. The IAC members will discuss the planning grant proposal during their November 14 conference call.
  4. As a result of the discussion surrounding O&C County revenues, the JPT was requested to amend the appropriate Funding recommendations.
  5. No action was taken on the recommendation to dissolve the JPT.
RIEC Decisions: None
Follow-up Actions (who/what/when):
  1. The JPT will revise their recommendations so as to reflect the intentions of the IAC and RCERT not to adversely impact county revenues.
  2. The REO will develop a draft version of a planning grant proposal in October 1996 and distribute prior to November 14.
  3. IAC and RCERT members are requested to provide their comments by October 7 (including clarification and additions or deletions) concerning the JPT presentation and recommendations which are not captured in this Issue Summary. The point of contact is Curt Loop at 503 326-7002.
