Subject:  February 1997 Intergovernmental Advisory Committee Meeting Notes

Enclosed are the notes from the February Intergovernmental Advisory Committee (IAC) meeting. Specific enclosures include:

The minutes of the December meeting were certified. Katie Krueger addressed the group in the public forum with a suggestion to institute an Internet "chat" line to facilitate information sharing with and between the PACs.

Hot Topics included a review of the agenda for the Regional Community Economic Revitalization Team (RCERT) meeting held February 7; a reminder that signatures are being gathered for Oregon's Watershed Management Strategy Memorandum of Understanding with 10 Federal agencies; and an update on the draft Rescission Act memo.

Our next IAC meeting is scheduled for Wednesday through Thursday, April 2 - 3 in Hoopa, California. Logistical information for the meeting hosted by the Hoopa Valley Tribal Council is included as a separate memo.

Intergovernmental Advisory Committee (IAC)

ISSUE SUMMARY

Topic: IAC Processes and Procedures
Objective: Present for preliminary agreement topics and presenters for the April 2-3, June 18-19, and August 6-7 IAC field trips and meetings.
IAC Agreements: Field trip/meeting dates and locations (which State) were confirmed for April 2-3 in Hoopa Valley, California; June 18-19 in Oregon; and August 6-7 in Washington. Suggestions for locations in Oregon and Washington are welcome.

It was agreed that four topics would be covered to some degree during each of the field trips:

1. Habitat Conservation Plan (HCP) - State or private:

  • California - possibly Sierra Pacific.
  • Oregon - possibly Weyerhauser Willamette Valley.
  • Washington - possibly Department of Natural Resources, Plum Creek.

2. PACs - invite PAC members.
3. Adaptive Management Areas (AMAs) - invite AMA staff.
4. Forest Health - area issues, concerns, and opportunities.

April 2-3 potential agenda items (presentation lead):

  • Field Trip: Watershed restoration projects on the Redwood National Park and Hoopa Valley Reservation lands (Redwood NP staff and Hoopa Valley Tribal Forestry staff).
  • Tribal Presentation (Hoopa Valley Tribe).
  • Effectiveness Monitoring - draft Northern Spotted Owl and Late-Successional Old-Growth plans (Dan McKenzie).
  • PAC relationship to IAC: role for PACs (Gary Sims).
  • Relationship of economic and ecological initiatives (Mark Stanley).

April 2-3 potential status reports:

  • Funding for Northwest Forest Plan implementation - tables to IAC (Don Knowles).

June 18-19 potential agenda items:

  • Effectiveness Monitoring - draft Marbled Murrelet and Aquatic/Riparian plans (if available).
  • Land Transfers.
  • Governor Kitzhaber's Salmon Proposal.

Intergovernmental Advisory Committee (IAC)

ISSUE SUMMARY

Topic: IAC/Provincial Advisory Committees (PACs) relationships
Objective: Discuss and determine what the relationship between the IAC and the PACs should be.
Summary of Discussion/IAC Actions: The REO, working with agency staff expertise, will develop a questionnaire (or other survey method) that will provide an "implementation monitoring" review of the PACs. The survey will base the implementation monitoring review on assessing PACs' success in the following areas:
  • The following eight roles and responsibilities of Provincial Teams (PIECs/PACs) identified in "Final Roles and Responsibilities for Interagency Organizational Structure" (dated November 17, 1993).

1. Develop direction at the provincial level, consistent with the President's Plan (NFP) and refine to meet specific biogeographical needs of the province.

2. Encourage and facilitate information exchange and complementary ecosystem management among provincial stakeholders and Federal and non-Federal landowners.

3. Ensure consistency for projects and analyses within and between provinces.

4. Produce provincial monitoring reports.

5. Obtain and provide data to REO geographic information systems (GIS) library.

6. Prepare biological assessments to expedite programmatic Endangered Species Act consultation.

7. Encourage pre-listing conservation agreements.

8. Facilitate local involvement.

(NOTE: the review should include an opportunity for the respondents to indicate if the roles or responsibilities are still applicable or if other ones have evolved as the PACs addressed issues involved in implementation of the NFP.)

  • Review past RIEC/IAC direction (see Attachment 3 to the IAC February pre-meeting material).
  • Identify PAC member involvement (Federal and non-Federal) to review if "official" members are regularly attending PAC meetings and if not:

- Why?
- Who attends in their place?
- Do designees have decision authority?
- What would need to happen in order for the "official" member to believe that personal attendance would be worthwhile?

The PACs will be asked to identify what they view as their accomplishments (e.g, watershed analyses conducted, monitoring completed, direction clarified, etc.).

Follow-up Actions (who/what/when): The REO will develop a recommendation on how to obtain the desired information and tentatively plan to present it to the IAC during the March 6 conference call. Additional details will be forthcoming soon concerning the conference call.

ISSUE SUMMARY

Topic: Final Draft: Results of the FY 1996 (Pilot Year) Implementation Monitoring Program Report
Objective: The IAC provided guidance for revisions to the FY 1996 (Pilot Year) Implementation Monitoring Program Report. Based on the guidance, an interagency team was established and preliminary results developed that addressed the significance of the monitoring questionnaire responses and developed potential follow-up management actions.
Summary of Discussion/IAC Actions: The efforts of the interagency team included an analysis of the "no" responses from the monitoring questionnaire. The results of the review are summarized as a percentage of standards and guidelines (S&Gs) for timber sales that were met as follows:

Fails to Meet S&Gs 4.5%
Fails, Not Capable of Meeting S&Gs 0.6%

The review team also addressed the potential for biological impact for each of the S&Gs that were not met. The potential for biological impact was summarized as:

Examples of the management recommendations were presented and categorized in four groups: (1) re-affirmation of S&G compliance, (2) clarification of S&Gs, (3) clarification as to when an S&G applies, and (4) enhancements to the monitoring process.

RIEC Decisions: The RIEC agreed to prompt consideration and action upon receipt of the report.
Follow-up Actions (who/what/when): The schedule for completion of the report is: (1) February 14 distribute final draft for RMC and REO review, comments due February 24; (2) February 28 complete revisions and produce final copy; and (3) March 3, publish and distribute report.

Topic: Riparian Reserve Module for Section II of the Federal Guide for Watershed Analysis
Objective:
  • Present the final working draft of the Riparian Reserve module.
  • Identify field units where the module will be tested in FY 1997.
Summary of Discussion/IAC Actions:
  • The module will be field tested by the Mt. Hood and Umpqua National Forests; and the Roseburg and Coos Bay BLM Districts.
  • The Riparian Reserve module will not be scheduled again for discussion by the IAC until late 1997 or early 1998, when the field test results have been compiled by the REO, working through the IAC Watershed Analysis Policy Group.
Follow-up Actions (who/what/when):
  • The REO will work with IAC members to distribute the draft module to field units.
  • The Forest Service and BLM, with participation by other IAC members' field staffs, will test the "final working draft" of the module.
  • The REO and Riparian Reserve Technical Team will compile the results of the field tests and formulate recommendations to revise the draft module.
  • The REO will forward recommendations to the IAC, working through the IAC Watershed Analysis Policy Group, for consideration and action.

Topic: Adaptive Management Areas - Brief Review, Status, and Closure of Two Proposals
Objective: To review prior IAC agreements regarding AMAs including finalizing the AMA Work Group charter and the REO criteria memo.
Summary of Discussion/IAC Actions: The AMA presentation included a brief overview of the two agreements reached at last December's IAC meeting regarding chartering an AMA Work Group and finalizing the REO's criteria memo for reviewing AMA plans. There was considerable discussion concerning the distinctions between "guides" and "plans." In most cases, AMAs are producing "guides," which are general vision documents, as contrasted to "plans" which may be needed pursuant to NEPA for changing standards and guidelines. Several questions were also raised concerning how AMA proposals will be monitored, including reaching agreement on AMA goals and objectives, as well as criteria for evaluating the success of the efforts. It was recognized that there is a need to better understand how much risk can be undertaken within AMAs, and how alternative ecological approaches contained within AMA documents would relate to agency planning regulations. Continuing discussion of AMAs over the next several IAC meetings is expected. The REO will try to incorporate an AMA review as part of upcoming IAC field trips. Pen and ink changes were made to the criteria memo per suggestions from individual IAC members.
IAC Agreements: Move forward with both the chartered AMA Work Group to review AMA plans and related policy, and to finalize the criteria memo for reviewing AMA plans.
RIEC Decisions: The RIEC agreed to continue discussions regarding AMA policies and to continue updates on progress made in AMAs, AMA plan reviews, and other related AMA developments.
Follow up actions (who/what/ when): The AMA Work Group will complete the plan review for the Applegate AMA by the end of February. The Little River and Central Cascades AMA plans will be reviewed by the end of March. AMA policy issues will be explored and position papers on these subjects will be prepared for review. The REO will visit the Central Cascades AMA on February 13. The Little River AMA coordinators will present their AMA plan on March 3 to the REO staff and the AMA Work Group.
