Agenda & Background information - RIEC Meeting March 17th

 

Regional Interagency Executive Committee Members:

I am sending you the following information on behalf of the Adaptive Management/Monitoring RIEC subcommittee. This email contains the agenda and background information for the RIEC meeting on Friday, March 17th.

In response to your request at the last RIEC meeting, your staffs have conducted an extensive amount of work including an interagency workshop and a Senior Managers' Group meeting to develop recommendations for your consideration on March 17th. The research members of the RIEC also had a separate conference call to develop a list of recommendations on management questions to be answered by research.

This email has 12 attached files. Apologies for the large amount of material. The team wanted to ensure that you had all of the necessary information at hand before the meeting. They explored alternative ways of getting this information to you. None of them were effective, in light of your various geographical locations. We suggest that the RIEC members focus on the first four attachments titled: "agenda revised", "SMG recommendations", "fy06&07 budget" and "NWFP Research Executives conference call." The other attachments are useful background materials if you have questions about the Senior Managers' Group (SMG) recommendations. These additional materials also may be helpful to assist your staff as they talk with you prior to the meeting.

LOGISTICS: The meeting will be held on Friday, March 17 from 9:00 - 12:00 at the Robert Duncan Plaza in Portland (Conference Room 3A/3B). In order to be efficient, attendance at the RIEC meeting is limited to RIEC members (or their alternate) and one staff person (Senior Managers or other). SMG members are reminded to brief their Executives on the SMG recommendations stemming from the Feb 28th SMG Workshop. It is anticipated that RIEC members will come to the meeting prepared to make decisions after reviewing recommendations from the SMG.

GOALS AND OBJECTIVES OF MEETING: RIEC should come to meeting prepared to make decisions on:

Priority monitoring questions

Preferred option & budget for each monitoring question that is recommended as a priority

Management questions best answered by research that should be considered as regional Priority Questions

The SMG met to discuss potential budgets and develop recommendations for RIEC on:

1) Which monitoring questions should become Priority Questions
2) Preferred options for addressing/funding each priority monitoring question

The SMG recommendations exceeded the estimated FY07 available funds for monitoring (~$X.X) by $XXXK annually and by $XXXK for total first year costs. The SMG agreed to review the package and forward ideas on how to reduce costs to the AM & Monitoring Task group. These ideas are included in the notes. Additional background materials have been compiled since the SMG meeting to address specific issues that were raised regarding aquatic/riparian monitoring and Northern Spotted Owl Options.
